What is the New Package Visa?
Saudi Arabia has launched an innovative digital visa service aimed at streamlining the travel process for international tourists, with India being one of the first countries in the pilot program. This new system, called the 'Package Visa', integrates
the tourist e-visa application directly into the booking of a travel package. Instead of applying for a visa separately through an embassy or portal, travellers can now get an instant electronic visa upon purchasing a complete travel package from a service provider approved by the Saudi Ministry of Tourism. This combines the visa, flights, accommodation, and even mandatory insurance into a single, seamless transaction, removing a major hurdle for prospective visitors.
How Does the Instant E-Visa Work?
The process is designed for convenience. When you book a pre-approved travel package online, the system automatically processes and issues your electronic tourist visa. This eliminates the need for a separate, often lengthy, application and waiting period. The visa is delivered electronically, often to your email, almost immediately after the package payment is confirmed. It's important to note this is not a visa waiver; a visa is still required. However, the issuance is integrated and instant. This initiative currently applies to citizens of seven countries, including India, Pakistan, Egypt, and Indonesia. The goal is to make planning a trip to the Kingdom as easy as booking a standard holiday.
Understanding the Travel Packages
These are not just any travel deals. To qualify for the instant e-visa, the package must meet specific criteria set by the Ministry of Tourism. This includes a confirmed round-trip flight and accommodation at a licensed hotel with a rating of at least four stars. There is also a minimum spend requirement, which starts at 4,000 Saudi riyals (approximately ₹1,00,000) per adult for a minimum two-day stay. Packages can be booked for up to 14 travellers at a time, making it a viable option for families and groups. While these bundles can include tourist activities and event tickets, they do not cover services for Umrah in the holy cities of Makkah and Madinah, though visa holders are free to travel there independently after arrival.
A Key Part of Vision 2030
This visa simplification is a cornerstone of Saudi Arabia's ambitious Vision 2030 plan. The Kingdom aims to transform its economy by reducing its dependence on oil and becoming a global tourism and entertainment hub. A key target is to attract 150 million tourists annually by 2030. India is a top priority in this strategy. Saudi officials aim to welcome 7.5 million Indian visitors annually by 2030, a massive increase from the 1.5 million who visited in 2023. By removing visa friction and increasing flight connectivity, Saudi Arabia is positioning itself as an accessible and attractive destination for leisure, business, and cultural travel for the growing Indian middle class, not just for religious pilgrimages.
Beyond Pilgrimage: New Attractions to Explore
As Saudi Arabia opens up, it is heavily promoting its diverse landscapes and futuristic projects. For Indian travellers, this means a chance to explore a destination beyond its famous holy sites. Key attractions include AlUla, a stunning desert region home to the UNESCO World Heritage site of Hegra, with its ancient Nabataean tombs carved into rock. There are also the vibrant coral reefs of the Red Sea, which is being developed with luxury resorts. For city explorers, Riyadh offers a blend of modern skyscrapers and traditional markets, while Jeddah's historic Al-Balad district provides a glimpse into the region's past.
