In early August 2026, the CSIR-Central Road Research Institute (CSIR-CRRI) officially launched its indigenous Network Survey Vehicle (NSV). This specialised vehicle has been deployed to conduct a scientific and comprehensive assessment of the urban road
network across the Delhi National Capital Region. The initiative is part of a broader project with the Public Works Department (PWD) of Delhi, under the guidance of the Commission for Air Quality Management (CAQM), to create a standard framework for better roads and reduced dust pollution. The NSV changes this by collecting uniform, scientific data across hundreds of kilometres of different roads. This allows officials, for the first time, to make objective, apple-to-apple comparisons between the condition of a road in Noida versus one in Gurugram or Central Delhi. The data enables authorities to create a ranked, evidence-based priority list for repairs and upgrades. It moves the critical decisions about our infrastructure from guesswork to data science, ensuring that resources are sent where they are needed most.
How the High-Tech Survey Works
The Network Survey Vehicle operates without needing to shut down traffic. While moving at normal speeds of up to 80 km/h, it uses a suite of advanced sensors to scan the road in minute detail. High-speed laser profilers measure the road’s smoothness and detect the depth of ruts, which are depressions that can fill with water. Ultra-high-definition cameras capture a continuous visual record of the surface, automatically identifying and mapping cracks, potholes, and other distresses. A built-in GPS/GNSS system geo-tags every single piece of data, pinpointing the exact location of a defect. This torrent of information—covering everything from pavement quality and drainage to roadside assets—is then processed using AI-enabled analytics to create a detailed digital health report of the road network.
The End of Slow, Subjective Inspections
The shift to this technology represents a monumental leap in efficiency. Traditional manual road surveys are slow and laborious, with a team able to cover perhaps 20 to 80 kilometres in a day. The results can also vary based on the individual inspector's judgment. In contrast, the NSV can survey up to 300 kilometres in a single day, collecting far more detailed and objective information in the process. This speed and accuracy mean that problems can be identified much faster, allowing for proactive maintenance before a small crack turns into a major pothole that causes accidents and traffic jams. The data collected by the NSV is uploaded to a central portal, like NHAI's AI-based Data Lake, creating a permanent, evolving digital record of the nation’s road assets for long-term planning.

This technology might seem abstract, but its impact will be felt directly by every commuter. The detailed data allows for smarter maintenance schedules, meaning potholes get fixed based on severity, not just who complained the loudest. Furthermore, as part of a project guided by the CAQM, this initiative is also aimed at identifying sources of road dust, a major contributor to air pollution in the NCR.
