For Indians, who represent a major source of travellers for both spiritual and leisure purposes, this has translated into a series of visa reforms. The old system, often involving separate applications for visas, flights, and hotels across various platforms, is gradually being replaced by more integrated and user-friendly digital solutions. This shift aims to reduce administrative hurdles and create a smoother travel experience from start to finish.
What is the 'Package Visa' Initiative?
Recently, Saudi Arabia launched a pilot 'Package Visa' programme, with India being one of the first countries included. This is not a new type of visa, but rather a new way of obtaining one. It integrates the visa application process directly into the booking of a complete travel package. Travellers can use an authorised travel provider to book their flights, accommodation, and tourist visa all in one go. The electronic visa is then processed and issued within a couple of days of the package being purchased. This model bundles the necessary travel components, eliminating the need for travellers to apply for a visa separately through an embassy or standalone portal.
Streamlining Spiritual Journeys
For the millions of Indians who undertake the Umrah pilgrimage, the process has also been digitised through platforms like 'Nusuk'. This official portal, overseen by the Ministry of Hajj and Umrah, acts as a one-stop-shop, allowing pilgrims to plan their entire journey. The platform allows users to book flights, hotels in Makkah and Madinah, and local transportation. While Indian passport holders currently cannot apply for their Umrah visa directly through the Nusuk app and must still use an approved travel agent, the system standardises the booking of services. Recent rules require that hotel and transport arrangements must be booked and logged in the system before a visa can be issued, ensuring a more organised and regulated experience for pilgrims.
The Benefits for Indian Leisure Travellers
Beyond religious travel, Saudi Arabia is actively courting Indian leisure tourists, with ambitious goals to increase visitor numbers significantly by 2030. The integrated package visa is a key tool in this effort, making trip planning far less intimidating for first-time visitors. In addition to the package model, Indian citizens can apply for a tourist e-visa through a dedicated online portal, often receiving approval within 24 to 48 hours. The country also offers a 96-hour Stopover Visa for those travelling on Saudia airlines, and visa-on-arrival for Indian passport holders who have a valid US, UK, or Schengen visa that has been used at least once. These multiple pathways provide unprecedented flexibility for Indians planning to explore the Kingdom's cultural heritage and modern attractions.

This transition to digital platforms means that travellers need to ensure they are using official and authorised channels. For tourism, the 'Package Visa' is offered through accredited providers like Reserval and Almosafer. For the standard e-visa, the official government portal is the correct place to apply. Similarly, for Umrah, all accommodation and transport bookings must be made through providers linked to the Nusuk system. While these digital tools offer immense convenience, it is crucial for travellers to rely on these approved platforms to avoid issues. The goal is a more secure and transparent booking process, whether for a week-long holiday or a life-changing pilgrimage.
