The Limited-Time 'Free' Holiday Visa
The most prominent “free visa” offer is a tourism promotion by the Department of Culture and Tourism – Abu Dhabi (DCT Abu Dhabi). For a limited time, from August 1 to October 31, 2026, the department is covering the visa costs for up to 20,000 Indian
passport holders. However, this is not a visa you can apply for independently. To be eligible, you must book a complete holiday package through a participating travel agency or online travel partner. The key conditions are that the booking must include a stay of at least three consecutive nights in an Abu Dhabi hotel and a return flight originating from India. This initiative is designed to encourage tourists to spend more time exploring the emirate, rather than just passing through.
How the Holiday Offer Works
Understanding the process is key to managing expectations. Travellers do not apply for this visa on a government portal. Instead, the participating travel company you book with handles the entire visa process. They process the application through a designated destination management company (DMC). DCT Abu Dhabi then either pays the visa fee directly to the DMC or reimburses the travel partner for the cost, which is around AED 285 per visa. For the tourist, the visa fee is effectively waived as part of the package deal. The crucial first step is to confirm with your travel agent that they are part of this specific promotional scheme before you finalize your booking.
The Low-Cost Transit Visa Option
Separate from the holiday promotion is the standard UAE transit visa, which is often mistakenly believed to be free. While not free, it is a highly affordable option for travellers with a layover in Abu Dhabi. There are two main types: a 48-hour visa and a 96-hour visa, both allowing you to leave the airport and explore the city. These must be arranged in advance of your travel, typically through the airline you are flying with, such as Etihad Airways. According to Etihad's official information, the 48-hour transit visa costs approximately AED 55, while the 96-hour option is around AED 216. These prices can fluctuate, but they provide a clear and accessible way for transit passengers to get a taste of Abu Dhabi.
How to Apply for a Transit Visa
Applying for a transit visa is generally straightforward and integrated into the booking process. The primary requirement is that you must have a confirmed onward ticket to a third destination. The application is usually done online via your airline's website. After booking your flights, you can typically go to the 'Manage Your Booking' section and find the option to apply for a UAE visa. You will need to submit clear digital copies of a few key documents, including your passport (valid for at least six months), a recent passport-sized colour photograph, and your confirmed flight itinerary. The processing time is usually a few business days, so it's essential to apply well in advance of your travel date and not at the last minute.
Distinguishing from Visa on Arrival
It is also important not to confuse these options with the visa-on-arrival facility. This is a separate programme available to Indian passport holders who meet specific criteria, such as holding a valid visa or residence permit from the United States, United Kingdom, or an EU country. This visa allows for a 14-day stay and is granted upon arrival at the airport, but it comes with a fee of around AED 100. It offers convenience for eligible travellers but is not a free or pre-arranged transit scheme.
