What is a Monsoon Lull or 'Break'?
The southwest monsoon isn't a continuous four-month downpour. It has active and weak phases. A 'break' or 'lull' is a period when rainfall activity significantly reduces over large parts of the Indian mainland, particularly central and peninsular India.
During these spells, the monsoon trough, an elongated low-pressure area that is a highway for rain-bearing clouds, shifts its position. Instead of being anchored over the plains, it moves northward toward the foothills of the Himalayas. This brings heavy rain to the northeastern states and the Himalayan region but leaves much of the rest of the country dry and waiting. These breaks are a natural part of the monsoon cycle, but their timing and duration can have major consequences.
The Bay of Bengal: The Monsoon's Engine
The Bay of Bengal is a critical engine for the Indian summer monsoon. It provides a massive source of moisture-laden winds that sweep across the subcontinent from June to September. The sea surface temperature (SST) in the Bay is a crucial factor; warmer waters help create the low-pressure systems that are the building blocks of monsoon rain. These systems, known as cyclonic circulations or low-pressure areas, form over the bay and typically move west-northwestward over the Indian landmass, causing widespread rainfall. The health, frequency, and track of these systems are what make the difference between a wet and a dry monsoon period.
Why September is a Transitional Month
September marks the beginning of the end for the southwest monsoon. The process of withdrawal typically starts from the northwestern parts of the country around the middle of the month. As the season changes, the large-scale atmospheric patterns that support a strong monsoon begin to weaken. The lower-level moist southwesterly winds become less consistent and more variable. This makes the monsoon system more sensitive to other influences, and the formation (or lack thereof) of low-pressure systems in the Bay of Bengal becomes even more critical in sustaining rainfall over the mainland.
The Bay's Direct Role in the September Lull
A September lull is often a direct consequence of what's happening in the Bay of Bengal. If no significant low-pressure systems form over the bay, there is no 'push' to drive the moisture-heavy winds onto the mainland. Without these systems to anchor the monsoon trough over central India, it is free to shift north, triggering a 'break' condition. Conversely, the formation of a cyclonic circulation in the bay can revive the monsoon. Such a system can pull the monsoon trough southward and re-establish rainfall over the parched peninsular and central regions. Current forecasts from the IMD often point to the potential formation of new systems in the bay as the primary hope for reviving a quiet monsoon.
The Bigger Picture: El Niño and Other Factors
While the Bay of Bengal provides the immediate trigger, larger climate patterns set the stage. The ongoing strong El Niño in the Pacific Ocean is a major factor in 2026, known to suppress monsoon rainfall over India by altering global wind patterns. This creates a background state that makes prolonged lulls more likely. The India Meteorological Department (IMD) had already forecast below-normal rainfall for September 2026, attributing it partly to the intensifying El Niño. Another factor is the Indian Ocean Dipole (IOD), which relates to the temperature difference between the western and eastern Indian Ocean. A 'positive' IOD can sometimes counteract El Niño's negative effects, but in 2026, the IOD has remained largely neutral, offering little assistance to the struggling monsoon.
