An Ambitious National Goal
India has set its sights on a massive expansion of renewable energy, with rooftop solar at the heart of its strategy. A key initiative is the PM-Surya Ghar: Muft Bijli Yojana, which aims to install rooftop solar systems in one crore (10 million) households,
providing free electricity up to 300 units per month. This follows years of promoting solar power to achieve energy self-reliance and reduce carbon emissions. While the country has made significant strides, recently surpassing 25 GW of cumulative rooftop capacity, the growth has been uneven across states. The sheer scale of the new targets, however, has brought a crucial bottleneck into sharp focus: the gap between ambition and the availability of a skilled workforce to execute it.
The Challenge on the Rooftops
Installing a solar panel system is not a simple DIY project. It requires a specific set of technical skills that go far beyond basic electrical work. Poor quality installations can lead to significant problems, including underperformance, safety hazards, and a shorter system lifespan. The most common issues stem from inaccurate site assessments, improper wiring, incorrect panel orientation, and the use of low-quality components. Experts warn that without a sufficiently skilled workforce, the rapid expansion could be undermined by a wave of faulty installations, damaging consumer confidence and the long-term viability of the sector. This skills deficit is seen as one of the primary hurdles that must be overcome to prevent the entire solar mission from being disrupted.
The Rise of the Solar Academy
In response to this growing demand, a new ecosystem of training and skill development is emerging—a metaphorical 'rooftop-solar academy'. Government bodies and private institutions are ramping up efforts to train a new generation of solar technicians. The Ministry of New and Renewable Energy (MNRE), through the National Institute of Solar Energy (NISE), has been running the 'Suryamitra' skill development program since 2015. This program offers comprehensive training on the design, installation, and maintenance of solar PV systems. The Skill Council for Green Jobs (SCGJ), established under the Ministry of Skill Development, is another key player. It works to identify skill gaps, develop qualification standards, and certify trained workers, ensuring they meet industry requirements. These initiatives aim to create a pipeline of qualified professionals, from technicians and installers to designers and maintenance staff.
More Than Just Technicians
The demand for skills extends beyond the rooftop. The entire solar value chain, from manufacturing and logistics to finance and customer service, requires a trained workforce. The PM-Surya Ghar scheme alone is anticipated to create opportunities for approximately 100,000 solar PV technicians. However, the ecosystem also needs project managers, quality control inspectors, and specialists in battery storage and smart grid integration. Universities and training institutes are now collaborating with industry bodies like SCGJ to develop specialised courses in emerging areas like green hydrogen and EV charging infrastructure, further broadening the scope of 'green jobs'. The goal is to build a comprehensive workforce capable of supporting every facet of India's energy transition.
Building the Green Workforce of Tomorrow
The push to skill and upskill workers for the solar industry is more than just a logistical necessity; it's a strategic pillar for national development. These programs represent a significant opportunity for job creation, particularly for India's youth in both urban and rural areas. By aligning training with ambitious government schemes, India is trying to ensure that its clean energy goals also translate into widespread employment and economic empowerment. The Suryamitra program, for example, is designed to prepare candidates not only for jobs but also to become entrepreneurs in the solar sector. The success of these training initiatives will be a deciding factor in whether India can close the gap between its ambitious targets and on-the-ground execution.
