The event, officially a 'Dog and Cat On-the-Spot Licensing Camp', was designed as a one-stop solution for pet parents. Held at IDB, Durgapura, the carnival offered a suite of services aimed at making responsible pet ownership easier and more appealing.
Pet owners could avail of free anti-rabies vaccinations, general health check-ups, deworming, and even microchipping services. There were also adoption drives for puppies and Indie dogs, encouraging people to provide homes for animals in need and promoting the adoption of local breeds.

The carnival's central purpose was to encourage on-the-spot registration of pets with the Jaipur Municipal Corporation (JMC). This initiative is part of a larger push by the JMC to create a comprehensive database of all pet dogs and cats in the city. The drive comes ahead of a September 30 deadline, after which owners of unregistered pets could face a hefty fine of up to ₹5,000. By combining the bureaucratic process with a fun, engaging event, the city authorities aimed to turn a civic duty into a positive community experience. JMC Commissioner Om Kasera emphasized that the goal is not to penalize owners but to promote pet welfare and public health.
The 'Why' Behind the Paperwork
So, why is registration so important? According to municipal officials, the primary goal is to make Jaipur a rabies-free city by ensuring all pets are vaccinated and their health records are maintained. This database plays a crucial role in public health by tracking vaccinations and helping to control the spread of diseases. For pet owners, registration provides a clear record of ownership, which can be invaluable if a pet gets lost. The metal identification tags provided at registration can significantly improve the chances of a lost pet being safely returned home. The move also aims to bring more accountability to breeders and pet shops, who are now also required to register with the Animal Welfare Board of India and cannot sell an animal without first registering it with the JMC.

The process has been streamlined to encourage compliance. The annual registration fee is set at ₹1,000 plus GST, with a renewal fee of ₹500 plus GST. To register, owners need to provide proof of identity (like an Aadhaar card), a passport-sized photograph of their pet, and, most importantly, a current vaccination card proving the pet is up-to-date on its anti-rabies shots. While camps like the carnival offer a convenient on-the-spot option, residents can also register through the JMC's official website. This structured approach, prompted in part by a Rajasthan High Court order concerning animal welfare, aims to create a safer environment for both pets and people.

Jaipur's approach of using a festive, service-oriented event to promote a civic requirement could serve as a valuable model for other Indian cities.
