Understanding the New Digital Shift
Indian Railways has officially launched a new online facility, allowing passengers with confirmed tickets to declare and pay for their excess luggage digitally. This service, which went live at the end of July 2026, integrates baggage booking directly
with the IRCTC ticketing platform. The primary goal is to streamline the travel process, eliminating the need for passengers to stand in long queues at station parcel offices. Previously, booking extra luggage was a manual, in-person task that had to be completed at the station before departure. This new system digitises the process, offering a more convenient solution for travellers carrying more than the free allowance. However, it's important to note that this online service is currently available only for passengers with confirmed tickets in specific classes.
Know Your Free Luggage Allowance
Before you can determine if you need to use the new system, you must know the free luggage allowance for your travel class. These limits are per passenger and have been strictly enforced. For AC First Class, the free allowance is a generous 70 kg. In AC 2-Tier and First Class, you can carry up to 50 kg for free. Passengers in Sleeper Class, AC 3-Tier, and AC Chair Car all have a free limit of 40 kg. For Second Class travellers, the free allowance is 35 kg. Any luggage exceeding these weights is considered 'excess' and is subject to charges. Children between 5 and 12 years old, who travel on a half-fare ticket, are also entitled to a free luggage allowance, which can be up to 50 kg.
How to Book Excess Luggage Online
Booking your extra bags online is a straightforward process designed for convenience. Passengers can access the service via the Indian Railways Parcel Portal or through their IRCTC account when managing their booking. After entering your PNR and other journey details, the portal will prompt you to declare the weight of your excess luggage. It then displays the applicable charges, information on restricted items, and the penalty rules. Once you submit the application and complete the payment, you need to print the e-forwarding note. You must still present your luggage at the parcel office of your originating station for a final weigh-in before you can collect the official Railway Receipt (RR) and proceed on your journey. It's crucial to present your luggage at least 30 minutes before the scheduled departure of your train.
The High Cost of Not Booking in Advance
Ignoring the rules can lead to significant financial penalties. If a passenger is found travelling with un-booked luggage that weighs more than the free allowance, the excess weight will be charged at six times the normal luggage rate. This penalty is significantly higher than the standard pre-booking charge, which is 1.5 times the normal luggage rate. For instance, if you are caught with undeclared bags, a fee that might have cost you a few hundred rupees if booked online could end up costing you thousands. The minimum charge for booking excess luggage is ₹30, but the six-fold penalty for getting caught without booking makes it a costly gamble. Railway officials have stated that while the rules themselves are not new, they are now being enforced much more strictly, with random checks becoming more common.
Which Classes Are Ineligible for Online Booking?
Not all passengers can use the online excess luggage facility. For those travelling in AC 3-Tier, AC 3-Economy, and AC Chair Car, the maximum permissible luggage limit is the same as the free allowance, which is 40 kg. Because you are not permitted to carry more than this limit in the coach, there is no option to book excess luggage for these classes. The online booking service is primarily for passengers in AC First Class, AC 2-Tier, First Class, Sleeper Class, and Second Class, where there is a gap between the free allowance and the maximum weight permitted in the compartment. Furthermore, passengers must also adhere to size restrictions. For most classes, bags should not exceed 100 cm x 60 cm x 25 cm, while for AC 3-Tier and AC Chair Car, the dimensions are smaller at 55 cm x 45 cm x 22.5 cm.
