The Department of Culture and Tourism – Abu Dhabi (DCT Abu Dhabi) has launched a new pilot programme specifically for Indian tourists. Between August 1 and October 31, 2026, the department will cover the entire cost of a UAE entry visa for up to 20,000
eligible travellers. This isn't a 'visa-free' policy for all Indians; rather, it’s a targeted promotion where Abu Dhabi pays the visa fee on your behalf, which is normally around Dh285 ($77). The goal is to make it more affordable and simpler for Indian tourists to choose Abu Dhabi for their holiday. The initiative is a direct travel subsidy designed to boost tourism from what is one of the emirate's most important international markets.
How to Qualify for the Free Visa
Not every trip will qualify for this offer. To be eligible, your travel plans must meet a specific set of criteria. First, you must be an Indian passport holder departing from India. Second, your booking must include a return flight and a hotel stay of at least three consecutive nights within Abu Dhabi. The most important condition is how you book. You cannot apply for this offer independently. The free visa is only available when you book your entire package—flights and hotel—through a participating travel agency or an approved online travel platform. A flight-only or hotel-only booking will not qualify for the promotion.
The Booking Process Step-by-Step
Getting the free visa is handled by your travel agent, not by you directly. The process is straightforward: first, find a travel agency or online portal that is participating in the DCT Abu Dhabi programme. Once you've chosen a partner, you book a qualifying holiday package that includes your return flights from India and a minimum three-night hotel stay in Abu Dhabi. After you book, you will submit your necessary travel documents to the agency. They will then process the visa application through a channel approved by DCT Abu Dhabi. The tourism department either pays the fee directly to their appointed company or reimburses the travel partner, meaning the cost never gets passed on to you.
Important Things to Remember
This is a limited-time, limited-capacity offer. The programme is capped at the first 20,000 visas processed and is scheduled to end on October 31, 2026. Given the high demand for travel from India, it is possible the 20,000 visa cap could be reached before the October deadline, so booking earlier in the window is advisable. This offer is specifically for a holiday package in Abu Dhabi. It is tied to generating overnight stays in the capital and is not intended for travellers just transiting or planning to stay in other emirates. Always confirm with your travel agent that your specific booking qualifies for the free visa before you make a final payment.
What About Other Visa Options?
If your trip doesn't qualify for this specific promotion, there are other established ways for Indian citizens to visit the UAE. For years, Indian passport holders who also have a valid visa or residence permit from the United States, European Union, or a few other specified countries have been eligible for a 14-day visa on arrival. This separate policy remains in effect but does come with a fee and its own set of requirements, such as having at least six months of validity on both your passport and your foreign visa. For those without these documents, the standard pre-arranged UAE tourist e-visa remains the primary route for entry.
