The Great Unlocking of Indian Space
For decades, India's journey into space was a story written almost exclusively by the Indian Space Research Organisation (ISRO). But a monumental policy shift, starting around 2020, has opened the final frontier to private enterprise. The creation of
the Indian National Space Promotion and Authorisation Centre (IN-SPACe) was the game-changer. Acting as a single-window agency, IN-SPACe was designed to promote, authorise, and supervise the activities of private companies, effectively rolling out the welcome mat for startups and investors. The Indian Space Policy 2023 further clarified this new landscape, defining roles for ISRO, its commercial arm NewSpace India Limited (NSIL), and the burgeoning private sector. The policy encourages private players to take the lead in end-to-end space activities, from building satellites and launch vehicles to providing space-based services, while ISRO focuses on advanced research and deep space exploration. This has unleashed a wave of innovation, with the number of space startups soaring from just a handful to nearly 400.
Why Small Satellites Are a Big Deal
At the heart of this private-sector boom is the small satellite. Unlike their massive, multi-tonne predecessors, smallsats—ranging from the size of a shoebox to a small refrigerator—are faster and cheaper to build and launch. This has democratised access to space. Instead of a single, expensive satellite expected to last 15 years, organisations can now deploy entire constellations of smaller, more nimble satellites that can be upgraded frequently. This rapid replacement cycle is driving a surge in global demand. The number of small satellites launched worldwide more than doubled from around 1,200 in 2020 to nearly 2,800 by 2024. They are incredibly versatile, used for everything from Earth observation and climate monitoring to providing satellite internet, tracking crop health, and managing disasters. For India, this represents a massive economic opportunity. The nation's space economy, valued at around $8.4 billion, is projected to hit $44 billion by 2033, with the goal of capturing a larger slice of the global market. Small satellites are the engine driving much of that projected growth.
Meet the New Stars of the Sector
This new policy environment has given rise to a constellation of ambitious startups. Hyderabad-based Skyroot Aerospace made history in July 2026 with the successful orbital launch of Vikram-1, India's first privately developed rocket, designed specifically for the small satellite market. Another key player, Agnikul Cosmos, is also breaking new ground with its 3D-printed, semi-cryogenic engines and its own private launchpad. On the satellite manufacturing front, companies like Pixxel and Dhruva Space are making significant strides. Pixxel is building a constellation of advanced hyperspectral imaging satellites that can provide incredibly detailed data for agriculture and environmental monitoring. Dhruva Space focuses on building the satellite platforms themselves and has already had its orbital deployers successfully flown on ISRO's reliable PSLV missions. These companies, often founded by former ISRO scientists, are not just building hardware; they are creating a complete ecosystem for space-based services.
Challenges on the Horizon
Despite the optimism, the path ahead is not without its challenges. The Indian space sector still operates without a comprehensive legislative framework, creating uncertainty for long-term investment and leaving gaps in areas like liability. While policies have been liberalised, bureaucratic hurdles can still slow progress. Furthermore, the industry faces a significant infrastructure bottleneck. India's launch capacity, though reliable, is currently insufficient to meet the demand for the rapid, frequent launches that private companies require to be globally competitive. Access to capital, while improving, remains a hurdle for a capital-intensive industry, and competition from established international players like SpaceX and Rocket Lab is intense. To truly scale, the industry is calling for continued government support, not just through policy, but through concrete measures like classifying space as critical infrastructure to unlock easier financing and mandating government procurement from domestic private firms.
