A new force is emerging in India’s ride-hailing market, challenging the dominance of giants like Ola and Uber. These are cooperative taxi networks, with platforms like the government-backed Bharat Taxi leading the charge. Unlike the aggregator model where
a corporation takes a significant commission (often 20-30%) from each fare, the cooperative structure puts drivers first. In this model, drivers are not just contractors; they are member-shareholders of the cooperative. They often pay a nominal daily or monthly fee to use the platform, allowing them to keep the vast majority of their earnings. The stated goal of initiatives like Bharat Taxi, which is operated by Sahakar Taxi Cooperative Limited and supported by institutions like Amul and NCDC, is to provide a more sustainable and dignified livelihood for drivers, complete with benefits like social security. This driver-centric approach is the foundation of their appeal and the engine of their growth.
The Push for Nationwide Expansion
What started as pilot programs in cities like Delhi-NCR and in Gujarat is now a rapidly expanding national movement. The Indian government has announced plans to expand Bharat Taxi to all major cities and talukas within the next three years. As of mid-2026, the platform has already registered over 8 lakh drivers, or "Sarathis," across several states, including Maharashtra, Rajasthan, and Uttar Pradesh. This expansion is fuelled by widespread driver dissatisfaction with high commissions and the algorithmic uncertainty of existing platforms. By offering a zero-commission model, cooperatives are attracting a large pool of drivers who feel exploited by the current system. For passengers, this expansion promises more choice and potentially fairer, surge-free pricing. The vision is clear: to build a large-scale alternative that prioritises people over profit.
The Reliability Imperative
While a driver-first model and lower fares are compelling, they are not enough to guarantee success. The entire ride-hailing experience, from the first tap on the app to reaching the destination, hinges on one crucial element: reliability. Customers have grown accustomed to the convenience of app-based booking but remain deeply frustrated by its inconsistencies, chiefly driver cancellations and long wait times. For a new entrant like a cooperative network, establishing trust is the primary challenge. If a user, tempted by a lower fare, tries a new service and experiences a cancellation or a no-show, they are unlikely to return, no matter the cost savings. The booking process is the first and most defining interaction a customer has with the service; a failure here creates an immediate and lasting negative impression.
More Than Just a Cheaper Fare
Modern commuters have become savvy. While price is a factor, their choice of app often depends on the specific need of the journey. For a critical trip like catching a flight, a guaranteed, on-time pickup is worth more than a small discount. For a late-night ride, safety features and driver accountability are paramount. Cooperative platforms are entering a mature market where users weigh multiple factors: fare transparency, driver availability, safety, and how reliably the app functions during peak hours. These new networks cannot simply compete by being cheaper; they must be better or, at the very least, equally reliable. Their unique selling proposition—happier drivers—must translate directly into a better customer experience, meaning fewer cancellations and a more dependable service.
Can Technology Bridge the Trust Gap?
Ensuring reliability at scale is a complex technological challenge. It requires sophisticated systems for efficient dispatching, accurate GPS tracking, real-time traffic analysis, and seamless payment integration. Inefficient dispatching leads to delayed pickups and lost rides. Without robust technology, even a large pool of willing drivers can result in a poor customer experience. The new cooperatives must invest heavily in building or acquiring technology that can match the logistical prowess of their established competitors. Features like live trip sharing, immediate customer support, and accurate arrival estimates are no longer novelties but basic expectations. Ultimately, the promise of a cooperative model rests on its ability to execute the fundamentals of ride-hailing flawlessly, proving that a fairer system can also be a more reliable one.
