In a mixing bowl, combine the powdered oats, besan, chopped vegetables, turmeric, chilli powder, and salt. 2. Gradually add water while whisking to form a smooth, lump-free batter. The consistency should be like that of a dosa batter—not too thick, not too thin. Let it rest for 5 minutes if you have time, but it's not essential for an instant version. 3.
