The Department of Culture and Tourism – Abu Dhabi (DCT Abu Dhabi) has launched a pilot program aimed at boosting tourism from India, one of its most critical international markets. Running from August 1 to October 31, 2026, the initiative covers the cost
of a UAE entry visa for up to 20,000 Indian passport holders. For a tourist to be eligible, their trip must be booked through a participating travel partner and include a minimum stay of three consecutive nights in an Abu Dhabi hotel, along with a return flight from India. This is not a blanket visa waiver; it is a targeted subsidy designed to encourage longer stays booked through official trade channels.
The Primary Role of Travel Partners
Travel partners, including online travel agencies and traditional tour operators, are the gatekeepers of this initiative. They are responsible for packaging and promoting eligible holidays that meet the program's criteria. Tourists cannot apply for the visa cost waiver independently; it must be part of a qualifying package bought from an approved partner. This positions partners as the primary point of contact and ensures that the subsidy is correctly applied to genuine tourists who are contributing to the emirate's hospitality sector. Partners must clearly communicate the terms to customers, ensuring they understand the three-night stay and return flight requirements.
Mechanism for Covering Visa Costs
DCT Abu Dhabi has provided two distinct operational pathways for partners to handle the visa costs. The first option allows partners to work with a DCT-appointed Destination Management Company (DMC). In this scenario, DCT Abu Dhabi covers the visa costs directly, meaning the partner has no upfront expense for the visa application. The second option offers more flexibility, allowing travel companies to continue working with their existing, preferred DMCs. Under this model, the partner pays for the visa and is then reimbursed AED 285 (approximately $77) by DCT Abu Dhabi for each qualifying visa issued. This dual system allows both large and small operators to participate effectively.
Booking and Compliance Essentials
A crucial responsibility for partners is ensuring every booking strictly adheres to the program's rules. The package sold must bundle the flight and hotel stay. A flight-only or hotel-only booking will not qualify for the visa cost coverage. Partners are required to verify that the traveller holds a valid Indian passport and is departing from India. They must also manage the visa application process itself, submitting the necessary documents to the relevant authorities. While the visa cost is covered, the application is still subject to the standard approval process by UAE immigration authorities. Partners must manage customer expectations regarding processing times and the possibility of rejection, which remains, although unlikely for standard applications.
Strategic Partnership and Growth
Beyond the administrative tasks, partners are expected to act as strategic allies in Abu Dhabi's tourism growth. The initiative is designed to encourage partners to more actively recommend Abu Dhabi as a destination. By covering the visa fee, DCT Abu Dhabi provides a tangible selling point that partners can use to attract clients. This initiative is part of a broader strategy that includes strengthening air connectivity and fostering deeper travel trade partnerships.
