An Unusually Dry Monsoon
After a promising start with pre-monsoon showers, the southwest monsoon weakened significantly over Bengaluru in July 2026. The India Meteorological Department (IMD) recorded only 23 mm of rainfall for the entire month, a stark contrast to the typical
average of 80 to 100 mm. This makes it the driest July the city has seen since 1918, when just 18.5 mm was recorded. This dramatic drop has consequences that extend far beyond the city's parks and gardens, directly impacting the primary sources of its drinking water.
Reservoirs Under Stress
Bengaluru's lifeline is the Cauvery River, with water stored in a series of reservoirs located miles away. The poor monsoon in the river's catchment areas, particularly Kodagu, has led to alarmingly low inflows. As of late July, reservoirs in the Cauvery basin were holding significantly less water than their capacity, with some reports showing levels as low as 35% at the crucial Krishna Raja Sagar (KRS) reservoir. This has put immense pressure on the Bangalore Water Supply and Sewerage Board (BWSSB), forcing it to prioritize drinking water over other needs and raising concerns about supply through the upcoming dry seasons.
A City Built on a Water Paradox
While this year's dry spell is acute, Bengaluru's water problem is chronic and deeply rooted in its history of rapid growth. Once known as the 'City of a Thousand Lakes', Bengaluru was built around an ingenious system of interconnected tanks that harvested rainwater and recharged groundwater. However, as the city expanded, many of these lakes were encroached upon, polluted, or built over. This led to a near-total dependence on water pumped over 100 km from the Cauvery, an expensive and energy-intensive process. Simultaneously, the city's reliance on groundwater skyrocketed, with thousands of borewells depleting aquifers faster than they can be replenished.
The Search for a Sustainable Future
The current situation serves as a critical reminder that relying on a distant river and dwindling groundwater is not a sustainable model. Experts argue that the solution lies not just in finding new sources, but in better management of existing ones. This includes a renewed focus on large-scale rainwater harvesting, the protection and rejuvenation of the city's remaining lakes, and the widespread treatment and reuse of wastewater. Bengaluru has one of the highest numbers of sewage treatment plants (STPs) in the country, but many are underutilised or poorly managed. Tapping into this potential could significantly reduce the demand for fresh water.
From Crisis to Action
The challenge is one of governance and public participation as much as it is about infrastructure. Enforcing rainwater harvesting rules, creating financial models to make recycled water viable, and protecting the city's natural drainage systems, or 'Rajakaluves', are crucial steps. Initiatives like the 'Million Wells for Bengaluru' campaign, which aims to revive traditional open wells to recharge groundwater, point towards a community-driven approach. The goal is to move towards a circular model where water is conserved, captured, and reused locally, reducing the city's vulnerability to the whims of the monsoon.
