to ensure passenger comfort and safety within the compartments. For AC First Class, the free allowance is a generous 70 kg. Passengers in AC 2-Tier and First Class can carry up to 50 kg. Those travelling in Sleeper Class, AC 3-Tier, and AC Chair Car have a uniform limit of 40 kg, while passengers in Second Class are permitted 35 kg of luggage for free. It's important to note that these allowances are per passenger, not per ticket, so a family of four can pool their allowances.
What Is the Online Excess-Luggage System?
Launched on July 31, 2026, the new online system allows passengers with confirmed tickets to declare and book their excess luggage digitally before arriving at the station. Previously, anyone with luggage beyond the free limit had to visit the station's parcel office, fill out forms, and wait in line to pay for the extra weight. This new facility, accessible through the Indian Railways Parcel Portal, is designed to digitize the paperwork and reduce waiting times. However, there are some limitations. The service is only available for classes that permit carrying luggage beyond the free allowance. This includes AC First Class, AC 2-Tier, Sleeper, and Second Class. Passengers in AC 3-Tier and AC Chair Car cannot use this facility, as their free allowance of 40 kg is also their maximum permissible limit.
The Cost of Carrying Extra: Fees vs. Fines
Using the online portal to declare excess luggage comes with a significant financial advantage. Luggage booked in advance, whether online or at the counter, is charged at 1.5 times the standard luggage rate, with a minimum charge of ₹30. This is a predictable cost you can factor into your travel budget. The real risk lies in not declaring your excess baggage at all. If railway officials conduct a check and find you carrying unbooked excess luggage, the penalty is steep: six times the normal luggage rate. For example, a passenger in Sleeper class carrying 40 kg of excess luggage over 500 km might pay around ₹109 if booked in advance, but could face a penalty of over ₹650 if caught without booking. This penalty structure provides a strong incentive for travellers to be proactive and use the new system.
A Guide to Booking and Bag Size
To use the new system, passengers can visit the Indian Railways Parcel Portal (parcel.indianrail.gov.in). You will need to enter your journey details, such as PNR, train number, and luggage weight, to generate an online application or 'e-forwarding note'. This note must then be printed. Weight is not the only factor; bag size also matters. For most compartments, luggage like trunks and suitcases should not exceed 100 cm in length, 60 cm in breadth, and 25 cm in height. Coaches with less space, like AC 3-Tier and AC Chair Car, have a smaller limit of 55 cm x 45 cm x 22.5 cm. Any bag exceeding these dimensions must be booked and carried in the separate brake van.
At the Station: The New Reality of Bag Checks
So, how does this online booking actually change the pre-boarding experience? It is important to understand that the online system digitises the 'application' part of the process, but does not completely eliminate the physical check. After generating your e-forwarding note online, you must still present your luggage at the parcel office of your boarding station. There, it will undergo a final weighing to confirm the details you entered online. You will then complete the payment and receive a Railway Receipt (RR). While this may seem like an extra step, it is far quicker than starting the entire process from scratch at a crowded counter. The system is designed to streamline the visit to the parcel office, not remove it entirely. Officials will continue to conduct random checks on passengers inside the train to enforce the rules, so keeping your receipt handy is essential.
