What Is the 'Free' Visa Programme?
First, it's important to clarify that this is not a general visa-free entry policy for all Indian citizens. Instead, it is a targeted tourism promotion launched by the Department of Culture and Tourism – Abu Dhabi (DCT Abu Dhabi). Under this limited-period
scheme, DCT Abu Dhabi will cover the cost of the UAE entry visa for eligible Indian travellers who book a qualifying holiday package. The programme is a pilot initiative designed to boost tourism to the emirate and is set to run from August 1 to October 31, 2026, initially covering up to 20,000 visas. The visa is still processed and issued, but the cost, which is typically around AED 285, is waived for those who meet the criteria.
Who Is Eligible for the Offer?
Eligibility for this visa cost waiver is tied to a specific type of travel booking. It is not something you can apply for independently or get upon arrival without a pre-booked package. To qualify, you must be an Indian passport holder whose journey originates in India. The offer is specifically designed to attract tourists directly from the Indian market. It is not applicable to Indian passport holders travelling from other countries.
The Crucial Booking Conditions
The core of this programme lies in the booking requirements. Simply buying a flight ticket is not enough. To have your visa fee covered, your booking must meet two key conditions. First, you must book a stay of at least three consecutive nights in a hotel located in Abu Dhabi. Second, your booking must also include a return flight from India. Both the flight and the hotel stay must be part of a single holiday package booked through a participating travel partner or an approved online travel agency. Travellers who book only a flight or only a hotel will not be eligible for the benefit.
How the Process Works
You cannot claim this benefit on your own. The entire process is managed through the travel agency or online platform where you book your qualifying holiday. These participating travel partners will handle the visa application process through a channel approved by DCT Abu Dhabi. For the traveller, the benefit is simple: the visa charge will not be added to the total cost of their eligible holiday package. It is essential to confirm with your travel provider at the time of booking that your specific package is part of this promotion and includes the complimentary visa.
Don't Confuse It with Other Visas
It's vital to distinguish this specific Abu Dhabi promotion from other UAE visa types available to Indians. The UAE also offers a visa-on-arrival facility for Indian passport holders who possess a valid visa or residence permit from countries like the US, UK, or the EU. However, this visa on arrival is not free and comes with a fee. Similarly, standard transit visas for 48 or 96 hours, for those with a layover in the UAE, also have associated costs and must often be arranged in advance through your airline. Another separate scheme allows families travelling to the UAE to get a visa fee waiver for children under 18 during the summer months, which is a different offer from the Abu Dhabi holiday package.
