An End to Empty Classrooms
For years, the story of Indian technical education was one of rapid growth, with thousands of engineering colleges opening across the country. However, this expansion created a new problem: a surplus of institutions and a deficit of students for many
traditional courses. The All India Council for Technical Education (AICTE) has acknowledged this issue, citing declining student enrolment as a key reason for recent college closures. In the 2025-26 academic year alone, 58 engineering and technical colleges were approved for progressive closure. This process allows currently enrolled students to complete their degrees while preventing new admissions, ensuring a smoother transition. Alongside institutional closures, over 950 engineering and technical courses were also discontinued during the same period, highlighting a deliberate move away from programs that no longer attract students or lead to viable careers.
The Practical Case for Consolidation
The core logic behind this consolidation is both economic and academic. Running a technical college with low enrolment is financially unsustainable, leading to compromises in infrastructure, faculty quality, and lab facilities. By encouraging mergers and phasing out non-performing institutions, regulators aim to create a healthier, more competitive ecosystem. The goal is to channel resources into fewer, stronger colleges that can offer superior education. This strategy allows institutions to pool resources, expand academic support, and potentially improve student outcomes like retention and graduation rates. AICTE's policies now permit colleges to discontinue unpopular programs and introduce new courses in high-demand fields, providing the flexibility needed to align with industry requirements and enhance their long-term sustainability.
What's In-Demand and What's Not
The shift in student and industry preference is stark. Traditional engineering branches, while not obsolete, are being overshadowed by tech-centric specialisations. The courses seeing explosive growth are in fields like Artificial Intelligence (AI), Machine Learning (ML), Data Science, and Cybersecurity. These areas are now foundational to nearly every industry, from healthcare and finance to manufacturing and logistics. Job roles such as AI Engineer, Data Scientist, and Robotics Engineer are in high demand, with companies expecting graduates to possess practical skills from day one. In contrast, some conventional streams have struggled to keep pace, leading to low admissions and forcing institutions to re-evaluate their course offerings. Even traditional branches like Mechanical and Civil Engineering are now integrating layers of automation, data analytics, and IoT to stay relevant.
AICTE's Role in Reshaping the Future
The AICTE is actively steering this transformation. Rather than just being a passive regulator, the council is using its 'Approval Process Handbook' to guide institutions toward a more sustainable model. It has introduced a series of reforms aimed at improving quality and viability. The process of 'progressive closure' is a key tool, designed to phase out weaker colleges without disrupting the education of existing students. The closure of 342 AICTE-approved institutions over the last three years signals a clear policy direction. By allowing colleges to trim underperforming courses and pivot to emerging areas, AICTE is trying to bridge the persistent gap between academic curricula and industry expectations, ensuring that graduates are equipped with skills that have real-world value.
The Impact on Students and the Path Forward
For students, this consolidation is a double-edged sword. On one hand, it may reduce the sheer number of available seats and colleges, particularly in certain regions. On the other hand, it promises a higher quality of education from the remaining institutions, with updated curricula and better job prospects. A degree from a consolidated, well-resourced college focused on in-demand skills is likely to be far more valuable than one from a struggling institution with outdated programs.
