The Policy That Opened the Floodgates
The primary catalyst for this shift is a series of decisive government reforms. The establishment of the Indian National Space Promotion and Authorisation Centre (IN-SPACe) in 2020 was a landmark moment. It created a single-window agency to authorise
and regulate private space activities, removing bureaucratic hurdles that once kept the sector closed. The Indian Space Policy 2023 further clarified this new landscape. It formally repositioned the Indian Space Research Organisation (ISRO) to focus on advanced research and development, while encouraging private entities to take over routine manufacturing and operational launches. This policy essentially gave private companies a clear mandate to build, launch, and operate, turning a government monopoly into a collaborative ecosystem.
Follow the Money: Investment Fuels Ambition
With policy barriers lowered, the investment climate has heated up significantly. The government liberalised Foreign Direct Investment (FDI) norms, allowing up to 74% FDI in satellite manufacturing and operations via the automatic route, and even 100% in component manufacturing. This move was designed to attract global capital and expertise. It worked. Funding for Indian space-tech startups surged from just $43 million in 2021 to a record $200 million in 2025. The creation of a government-backed venture capital fund further signals that investors are no longer just betting on innovation potential; they are looking for scalable manufacturing, revenue, and long-term contracts.
More Than Just Rockets
The commercial boom isn't just about launch vehicles. A diverse range of business models is emerging. Companies like Skyroot Aerospace and Agnikul Cosmos are making headlines with their rockets, with Skyroot achieving India's first private orbital launch with Vikram-1 and Agnikul developing 3D-printed engines and reusable vehicle concepts. But the opportunity extends far beyond launch services. Startups like Pixxel are building constellations of hyperspectral imaging satellites. This technology provides incredibly detailed earth observation data—50 times more informative than standard satellites—for sectors like agriculture, mining, and environmental monitoring. This creates a massive downstream market for data analytics and services, proving that the real value often lies not just in reaching space, but in using it.
ISRO's New Role as an Enabler
Instead of a competitor, ISRO is now a powerful partner for the private sector. The agency's new mandate allows it to focus on pioneering research, deep space exploration, and national security missions, while transferring its mature, proven technologies to private firms. Startups gain access to decades of expertise and world-class testing facilities, dramatically reducing their development costs and timelines. This symbiotic relationship is crucial. Agnikul Cosmos, for example, used ISRO's support to build India's first private launchpad. This shift allows ISRO to push the boundaries of science while private companies build a robust commercial industry on the foundation it created.
