A National Push for Solar Power
The government's vision is clear and ambitious. With the launch of the PM-Surya Ghar: Muft Bijli Yojana in early 2024, the goal is to install rooftop solar systems on one crore households, providing them with up to 300 units of free electricity per month.
This initiative is not just about clean energy; it's a massive infrastructure project aimed at empowering households to become electricity generators. It represents a significant pillar of India's broader commitment to achieving 500 GW of clean energy capacity by 2030. However, while policies and subsidies create the demand for solar installations, they don't magically create the hands needed to put panels on roofs.
The Critical Workforce Gap
The success of this national mission is threatened by a significant skills shortage. Industry experts have consistently flagged the lack of trained personnel as a major barrier to growth. This isn't just about having enough people; it's about having people with the right skills. A rooftop solar installation requires technical proficiency in electrical wiring, structural mounting, and safety protocols to ensure the system is effective and safe. Reports have estimated the need for hundreds of thousands of skilled technicians and engineers to meet India's solar targets. Without this trained workforce, the pace of installations could slow, project quality could suffer, and the overall goals of the PM-Surya Ghar scheme could be jeopardised. The gap between a training certificate and a field-ready professional who can perform under pressure remains a key challenge.
Academies Rise to the Challenge
Recognising this crucial gap, new training initiatives are emerging as a direct response. In July 2026, Pandit Deendayal Energy University (PDEU) launched a Rooftop Solar Training Academy, a joint venture between India and Australia, with an initial batch of 33 women from Gujarat. This academy aims to provide certified training in the installation, operations, and maintenance of rooftop solar systems. Beyond singular institutions, there is a broader national effort. The Skill Council for Green Jobs (SCGJ) is working to upskill tens of thousands of electricians and technicians across India specifically for the PM-Surya Ghar scheme. Similarly, the National Institute of Solar Energy (NISE), an autonomous body under the Ministry of New and Renewable Energy, has been running its 'Suryamitra' program since 2015 to train solar PV technicians. These programs are the first line of defence in building the human infrastructure needed for the energy transition.
More Than Just Technical Skills
The 'meaning' of these academies goes beyond simply teaching how to connect wires. A quality installation is critical for consumer trust and the long-term viability of the rooftop solar movement. Therefore, modern training programs emphasise a holistic skill set. This includes teaching zero-defect installation techniques, comprehensive safety protocols for working at heights, and procedures for inspection, testing, and commissioning. Furthermore, soft skills are becoming increasingly important. As installers are the public face of the solar industry, their ability to communicate with homeowners, explain the system's benefits, and provide reliable post-installation service is vital. Building a professional, trustworthy, and safety-conscious workforce is as important as building the physical infrastructure itself.
The Road Ahead for Workforce Growth
While new academies and training programs are a significant and necessary step, they are just the beginning. The challenge is one of scale. The goal under the PM-Surya Ghar scheme is to create a pool of 100,000 skilled Solar PV Technicians. Achieving this requires a sustained, nationwide effort that goes beyond a few centres of excellence. Key challenges remain, including uneven growth across states, where regions with weaker vendor networks and lower consumer awareness are lagging. To truly succeed, these training initiatives must be integrated with robust certification standards, strong industry partnerships for on-the-job training, and attractive career pathways that retain skilled workers in the sector. The attrition rate, which can be as high as 20% in some segments, highlights the need to make these green jobs sustainable careers.
