A Season of Worrying Deficits
This year’s monsoon has been a story of sharp contrasts and prolonged anxiety. After a delayed start in June, the season has been marked by erratic performance, leaving a significant rainfall deficit across the country. As of early September, the nationwide
deficit stands at around 14%. The situation is more severe in certain regions, with South Peninsular India experiencing a 27% shortfall and East and Northeast India facing a 24% deficit. This follows one of the hottest and driest Augusts on record, a month that saw a 16% rainfall deficit on its own. The India Meteorological Department (IMD) has attributed these conditions partly to a strengthening El Niño in the Pacific Ocean, which is known to weaken monsoon circulation over India.
The Science of the Lull
The monsoon doesn’t rain continuously; it functions in active and weak phases, often called 'breaks'. During a break, the monsoon trough, a low-pressure belt that is a key driver of rainfall, shifts closer to the Himalayan foothills. This leads to reduced rainfall over the plains and most of the peninsula. Factors like El Niño can prolong these break periods, leading to significant dry spells, as seen this year. This erratic behaviour—long dry periods punctuated by intense but localised downpours—has become a worrying feature of recent monsoons. The result is that even if some areas experience floods, the overall seasonal tally remains in deficit, stressing water resources and agriculture.
A Glimmer of Hope from the Bay
Meteorologists are now closely watching the Bay of Bengal, the engine room of the monsoon. The IMD has forecast the formation of a cyclonic circulation that is expected to develop into a low-pressure area around September 11. This system is forming over the northwest Bay of Bengal, near the coasts of south Odisha and north Andhra Pradesh. Such systems are vital for a healthy monsoon as they pull moisture-laden winds from the sea onto the Indian mainland, triggering widespread rainfall as they move inland. Its development is the most significant positive sign for a potential monsoon revival in weeks.
What Forecasters Are Predicting
The emergence of this low-pressure system is expected to break the dry spell in several parts of the country. The IMD predicts that under its influence, rainfall activity is set to increase over eastern and adjoining parts of central and peninsular India. Heavy rainfall is anticipated in states like West Bengal, Odisha, and Chhattisgarh between September 10 and 12. This is a crucial development, though it may not be a complete, nationwide revival. The IMD’s broader forecast for September still suggests that overall rainfall for the month is likely to be below normal for the country as a whole. The hope is that this system will be strong enough to deliver a substantial burst of rain where it is needed most.
Why This Rain Is So Critical
The timing of this potential revival could not be more critical. The prolonged dry spell has put summer-sown (Kharif) crops under immense moisture stress precisely when they are in their critical grain-filling and pod-formation stages. Inadequate rain now could directly impact crop yields, affecting farmer incomes and potentially leading to higher food prices. September rains are also vital for replenishing soil moisture ahead of the winter (Rabi) crop sowing season, which begins in October. Beyond agriculture, the monsoon is essential for refilling reservoirs that supply drinking water and generate hydroelectric power for millions across the country.
