A Major Step Towards Equality
Starting October 27, 2026, the optional travel insurance facility, previously exclusive to online ticket bookings via the IRCTC website and app, will be available to passengers buying tickets at station counters. This decision comes after a Supreme Court
directive aimed at providing an equal safety net for all railway passengers, regardless of how they purchase their ticket. For years, a disparity existed where those booking online could opt for insurance for a nominal fee, while millions who rely on counters, particularly in rural and semi-urban areas, were left without this option. The court's intervention rectifies this imbalance, making the Railway Board directly responsible for implementing this crucial passenger-friendly measure.
How the Scheme Works
The travel insurance scheme is an optional facility offered to passengers of Indian Railways. It was first launched in 2016 for those booking e-tickets. Historically, the scheme was designed to be simple and accessible, with passengers being able to opt-in with a single click during the online booking process. While the exact mechanism for counter bookings is being rolled out, it is expected to be a similarly straightforward process, likely involving ticking a box on the reservation form and providing a mobile number for policy delivery. Once a passenger opts in, the coverage applies to all individuals listed on that PNR. The insurance is provided by various general insurance companies in partnership with the railways.
Coverage at a Minimal Cost
The most compelling feature of this scheme is its incredibly low cost. The premium for the optional insurance is just 45 paise per passenger. For this tiny amount, the financial protection offered is substantial. The policy provides coverage for death or disability arising from a train accident or other 'untoward incidents' as defined under the Railways Act. The sum assured is ₹10 lakh in the case of death or permanent total disability. For permanent partial disability, the coverage is up to ₹7.5 lakh. The policy also includes provisions for up to ₹2 lakh for hospitalisation expenses and ₹10,000 for the transportation of mortal remains.
What You Need to Know
The insurance coverage is valid for the entire duration of the journey, from the actual departure to the arrival at the destination, including the process of boarding and de-boarding the train. It is important to note that the scheme is available only to Indian citizens and is not applicable to children under the age of five unless a seat is booked for them. After opting for the insurance, policy details are sent via SMS and email. A crucial step, often missed by online bookers, is to update nominee details on the insurer's website using the provided link. If this is not done, any potential claim settlement will be made with the legal heirs, which can be a more lengthy process.
Why This Change is Significant
Extending insurance to counter tickets is more than just a procedural change; it's a significant move towards financial inclusion and enhanced passenger security. A large segment of India's population is not digitally savvy and relies on physical counters for their travel needs. This Supreme Court-mandated directive ensures that these passengers are no longer at a disadvantage. Following major incidents like the Odisha train accident in 2023, the focus on passenger safety and financial protection has intensified. This decision provides a crucial financial cushion to families in the unfortunate event of an accident, ensuring that the most vulnerable travellers have access to the same protections as their online counterparts.
