In a major move to enhance passenger safety, the Supreme Court has ordered that all train tickets, including those bought at station counters, must come with travel insurance. This landmark direction, effective October 27, 2026, changes the game for millions.
The Ruling and Its Origin
The Supreme Court has mandated that Indian Railways extend travel insurance to all passengers, regardless of whether they book tickets online or buy them at a physical counter. This significant order was issued by a bench of Justices Ahsanuddin Amanullah and R Mahadevan on October 6, 2026, during a hearing related to railway safety that began after the tragic Odisha train accident in June 2023. The court noted that railways had been given enough time to create a system for offline ticket insurance but had failed to make progress.
Closing a Critical Safety Gap
Until this ruling, travel insurance was an optional extra available only to those booking tickets online via the IRCTC portal. This left a significant gap in protection, as many travellers, particularly from lower-income groups and remote areas, still purchase tickets at station counters. The Supreme Court explicitly recognised this disparity, stating that its direction was aimed at extending coverage to 'persons belonging to the lowest strata of society' who were being left out. The court has made the Railway Board directly responsible for implementing the order by the October 27 deadline.
What the Insurance Covers
While the exact terms for counter tickets are awaited, the existing online insurance policy provides a strong indicator of the likely benefits. For a premium of just 45 paise per passenger, the current scheme offers substantial financial protection. This includes coverage of up to ₹10 lakh for death or permanent total disability. The policy also covers permanent partial disability up to ₹7.5 lakh, hospitalisation expenses for injuries up to ₹2 lakh, and costs for transporting mortal remains.
Mandatory, Not Optional
A key aspect of this new judicial direction is that the insurance will be mandatory for all tickets, transforming it from an optional add-on to an essential safeguard. Previously, online users had to actively choose to be insured. Now, the coverage will be automatically included for every passenger purchasing a ticket from October 27 onwards. This ensures a universal safety net, removing the element of choice that previously led to many passengers travelling uninsured.
What Travellers Need to Know
For passengers, this means that starting October 27, 2026, your train ticket will automatically include insurance protection. While the process for online bookings is established, Indian Railways will soon clarify how the premium will be collected and how policy details will be shared for tickets bought at counters. Passengers who book tickets will receive policy information via SMS and email, which includes a link to provide nominee details. It is a small change at the point of purchase that provides a significant layer of financial security for every journey.
