Skill India Mission: Building a Job-Ready Workforce
The Skill India Mission, launched in 2015, is a cornerstone of the government's strategy to create a skilled workforce. Its flagship scheme, the Pradhan Mantri Kaushal Vikas Yojana (PMKVY), focuses on providing industry-relevant skill training to millions,
with a significant emphasis on women. For urban women, this means access to short-term training in high-growth sectors like healthcare, retail, and information technology. The mission also includes programmes for upskilling and certifying existing skills through Recognition of Prior Learning (RPL), which has formally recognised the abilities of over 4 lakh women, giving them a formal certificate to improve their earning potential. To ensure training is accessible, the government has established numerous National Skill Training Institutes specifically for women and promotes flexible training batches.
Stand-Up India: Fuelling Women's Entrepreneurship
Entrepreneurship is a powerful path to formal economic participation. The Stand-Up India scheme, launched in 2016, directly facilitates this by encouraging banks to lend to women and SC/ST entrepreneurs. The scheme facilitates composite bank loans between ₹10 lakh and ₹1 crore for setting up a new 'greenfield' enterprise in the manufacturing, services, or trading sectors. The impact on women has been substantial; as of late 2023, women entrepreneurs had received 84% of the total loans sanctioned under the scheme. By mandating that every bank branch fund at least one woman entrepreneur, the programme directly addresses the challenge of accessing capital, a major hurdle for many aspiring business owners. Plans to revamp the scheme aim to increase loan limits and integrate skill-building modules, further strengthening its impact.
Mudra Yojana: Micro-Loans for Big Dreams
For women looking to start or scale smaller ventures, the Pradhan Mantri Mudra Yojana (PMMY) offers crucial financial support without the need for collateral. This scheme provides loans of up to ₹10 lakh through various financial institutions. The loans are categorised into three tiers: 'Shishu' (up to ₹50,000), 'Kishor' (from ₹50,001 to ₹5 lakh), and 'Tarun' (from ₹5,00,001 to ₹10 lakh), catering to businesses at different stages of growth. The scheme has been particularly successful in reaching women, who account for approximately 68-69% of all beneficiaries. By providing accessible micro-credit, Mudra empowers women to become self-employed and create jobs, formalising their economic activities.
National Crèche Scheme: Supporting Working Mothers
One of the most significant barriers to formal employment for women is the lack of reliable and affordable childcare. The National Crèche Scheme (NCS) directly addresses this by providing daycare facilities for children (aged 6 months to 6 years) of working mothers. These crèches offer a safe environment, supplementary nutrition, health check-ups, and pre-school education. The service is highly subsidised, with nominal fees for parents, making it accessible to women across all income levels, including those in the unorganised sector transitioning to formal work. By ensuring their children are cared for, the scheme enables women to participate more fully and consistently in the workforce, promoting both their economic independence and work-life balance.
Expanding Opportunities and Future Focus
Beyond these flagship programmes, several other initiatives and policy shifts are bolstering women's entry into formal jobs. The Maternity Benefit (Amendment) Act, which increased paid maternity leave to 26 weeks, provides crucial support for women in the organised sector. Initiatives like 'AI Careers for Women' and 'NAVYA' are focused on skilling women for future-oriented job roles in technology and non-traditional sectors. Furthermore, the Prime Minister's Employment Generation Programme (PMEGP) offers a higher subsidy rate for women entrepreneurs in both urban and rural areas. These concerted efforts reflect a policy focus that has moved beyond just participation to ensuring women have access to better-quality, secure, and empowering employment opportunities.
