What Exactly Is the 'Package Visa'?
Saudi Arabia has launched a new pilot initiative called the Package Visa, designed to streamline the travel process for visitors from several countries, including India. Instead of applying for a visa, booking flights, and arranging hotels separately,
this system bundles them into a single transaction through an approved travel provider. The goal is to create a more integrated and less complicated experience, where the visa application is embedded directly into the booking of a curated travel package. This initiative is part of Saudi Arabia's ambitious Vision 2030 plan, which aims to significantly boost tourism by making the Kingdom more accessible to international visitors. For Indian travellers accustomed to dealing with standalone visa applications, this represents a significant structural shift.
The Key Limitation: Convenience at a Cost
The headline feature of the Package Visa is convenience, but this comes with a critical trade-off: a loss of flexibility. The visa is intrinsically tied to the package you purchase. This means your entire trip—flights, accommodation, and duration of stay—is pre-determined and must be booked through one of the few accredited agencies, such as Almosafer or Reserval. The rules are strict: your flight dates must match your hotel check-in and check-out dates, and the hotel must be rated four stars or higher. Furthermore, if your travel package is cancelled for any reason, the associated visa is automatically revoked. This bundling ensures a smoother process but removes the freedom to plan an independent, spontaneous itinerary that a standard tourist visa might allow.
Navigating the Official Rules
Approval for the Package Visa is not a mere formality; it is subject to a strict set of official rules. Firstly, this is a single-entry tourist visa valid for three months, permitting a stay of between two and 88 days. There is also a significant financial requirement. Packages have a minimum cost of 4,000 Saudi Riyals (approximately ₹89,000) per adult for the first two days, with an additional 1,000 SAR for each extra day. The visa itself is issued electronically, often within 48 hours of completing the booking. However, the final decision on visa approval always rests with the Saudi government authorities. Travellers under 18 cannot apply independently and must be sponsored by an adult in the same package; if the sponsor's application is rejected, all linked dependents are also rejected.
Implications for Indian Travellers
For Indian citizens, the Package Visa offers a new, potentially simpler route into Saudi Arabia. It's particularly useful for first-time visitors who may find the all-in-one booking reassuring. However, there is a crucial distinction for religious pilgrims. The Package Visa is a tourist visa and does not include arrangements for Umrah. While holders of this visa are permitted to travel anywhere in the Kingdom, including the holy cities of Makkah and Madinah, they cannot use it to perform the formal Umrah pilgrimage itself, which requires a separate, dedicated Umrah visa processed through licensed agents. This is a critical detail for Indian Muslims planning a spiritual journey, as the Package Visa is designed for tourism, not religious rites. Mistaking one for the other could lead to significant issues. A standard tourist e-visa, applied for separately, often provides more flexibility for those wishing to combine tourism with Umrah.
