The Package Visa is a new initiative designed to streamline the process of visiting Saudi Arabia for tourism. Instead of applying for a visa separately through an embassy or online portal, travellers can now get their visa as part of a complete travel package
purchased from an authorised agency. This package must include return flights, accommodation at a licensed hotel (minimum four-star), and the visa itself. The entire process is digital, and the visa is typically issued electronically within 48 hours of booking the package. This system is an alternative to, not a replacement for, existing options like the e-visa or visa-on-arrival for eligible nationalities.
Key Benefits for Indian Travellers
The primary advantage for Indian travellers is convenience. The integrated system reduces paperwork and the number of steps required to plan a trip, as flights, hotels, and the visa are handled in one transaction. This can be particularly reassuring for first-time visitors or those unfamiliar with visa processes. It offers more confidence, as packages are sold through government-approved travel providers like Almosafer and Reserval, ensuring licensed accommodation and round-the-clock support. The visa obtained is a single-entry tourist visa valid for three months, allowing a stay of up to 88 days.
A Closer Look for Families and Pilgrims
For Indian families, this new system offers a simplified way to book a holiday together. Instead of individual applications and bookings, a family can purchase a single package. However, there are important distinctions to note. This Package Visa is a tourist visa. While visa holders are permitted to travel anywhere in Saudi Arabia, including the holy cities of Makkah and Madinah, the packages themselves do not include Umrah-specific arrangements or services. Pilgrims planning Umrah may find that this visa makes the travel logistics easier, but they will still need to arrange their religious rites separately, in compliance with the Kingdom's regulations.
The New Landscape for Travel Agents
The introduction of the Package Visa signals a significant shift for the travel industry. For Indian travel agents, this system presents both challenges and opportunities. The model centralises bookings through a few large, officially accredited platforms, which might sideline smaller, local agents who traditionally handle visa processing and travel arrangements. However, it also creates an opportunity for agents to become partners or sub-agents of these accredited platforms. Furthermore, with the logistics of visa and basic travel simplified, agents can focus on providing value-added services, such as curating unique local experiences, offering specialised tours, and catering to niche travel segments within Saudi Arabia beyond the main cities.
What to Watch Out For
Before committing, travellers should be aware of a few conditions. The visa is intrinsically linked to the travel package; if you cancel your trip, the visa is automatically revoked. This lack of flexibility might not suit travellers who prefer to make spontaneous changes to their plans. There is also a minimum package price, set at SR 4,000 (approximately ₹89,000) per adult for the first two days, with an additional SR 1,000 for each extra day. While this provides cost clarity upfront, it may be more expensive than booking components separately for budget-conscious travellers. The packages are also restricted to hotels with a rating of four stars or higher, limiting accommodation options.
