A Landmark Directive for Passenger Equity
Following a Supreme Court directive, Indian Railways will offer optional travel insurance to passengers purchasing tickets at reservation counters starting October 27, 2026. This order aims to provide the same level of protection to offline customers
as has been available to those who book their tickets online via the IRCTC website or app. The ruling came during proceedings related to the tragic Odisha train accident in June 2023, which brought railway safety measures under intense scrutiny. The court noted that many passengers, particularly from lower-income groups who buy tickets in person, were previously excluded from this crucial safety net. The Railway Board has been made directly responsible for the mandatory implementation of this order.
What the Insurance Scheme Covers
The optional insurance policy provides significant financial coverage in the event of a train accident or other 'untoward incidents' during the journey. While final details for counter tickets are awaited, the scheme is expected to mirror the existing one for e-tickets. This typically includes coverage of up to ₹10 lakh for death or permanent total disability. For permanent partial disability, a passenger could receive up to ₹7.5 lakh. The policy also covers hospitalisation expenses for injuries, with a provision of up to ₹2 lakh. Additionally, it includes a benefit of ₹10,000 for the transportation of mortal remains.
The Cost of Peace of Mind
One of the most compelling aspects of the existing online scheme is its incredibly low cost. Passengers booking through IRCTC can opt for this insurance for a nominal premium of just 45 paise per person, inclusive of taxes. This premium is non-refundable. While the exact premium and collection method for counter-bought tickets are yet to be formally announced by the Railways, the Supreme Court's directive insists on the 'same manner' of coverage, suggesting the cost will likely remain minimal to ensure accessibility for all. The goal is to make safety affordable for every single passenger, irrespective of their booking method.
How to Avail the Insurance at Counters
Indian Railways is currently working on the modalities for implementing this scheme at physical ticket counters. Unlike online bookings where a simple checkbox suffices, the process for offline tickets will need to be clearly defined. Passengers will likely need to provide basic information, such as a mobile number, to receive policy details and facilitate the nomination process. After booking online, passengers typically receive a link from the insurance provider to fill in nominee details, a crucial step for a smooth claim process. A similar mechanism will need to be established for the millions who rely on counter services for their travel needs. Passengers should look for official announcements for the final procedure.
Understanding the Claim Process and Exclusions
In the unfortunate event of an incident, the insured passenger or their nominee must contact the designated insurance company. The process generally involves submitting a duly filled claim form along with supporting documents. These include an official report from railway authorities confirming the accident, medical reports detailing the injury or disability, and original medical bills. It's important to note that the policy has specific exclusions. It does not cover incidents resulting from intentional self-harm, suicide attempts, accidents while illegally crossing tracks, or incidents under the influence of alcohol or drugs. The coverage is applicable only for the duration of the train journey, from boarding to de-boarding.
