Prepare for a significant shift in Indian air travel. A new regulatory framework, the Bharatiya Vayuyan Niyam 2026, is set to activate on January 1, 2027, overhauling rules that have been in place for nearly 90 years.
What is the New Framework?
The Bharatiya Vayuyan Niyam, 2026,
is a comprehensive set of regulations designed to modernize India's civil aviation sector. It replaces the decades-old Aircraft Rules of 1937, consolidating nearly 90 years of amendments and new requirements into a single, updated framework. The new rules cover everything from aircraft manufacturing and safety certifications to personnel licensing, flight operations, and airport standards. For frequent flyers, the most significant aspects relate to fare transparency, passenger rights, and the government's ability to intervene in pricing during specific situations.
More Transparency in Airfares
A major change for consumers is the mandate for increased fare transparency. Under the new rules, airlines must provide a clear and detailed breakdown of the total ticket price at the time of booking. This includes separately listing the base fare, government taxes, airline fees, cancellation charges, and refund conditions. This requirement aims to end confusion over hidden charges and give passengers a clearer understanding of what they are paying for. The Directorate General of Civil Aviation (DGCA) will monitor these tariffs to ensure compliance.
Will Ticket Prices Be Capped?
The new framework does not introduce a permanent cap on airfares. India's deregulated market means airlines will continue to set prices based on demand, operating costs, and other commercial factors. However, the government has granted itself a new power to intervene in pricing during 'extraordinary situations'. If the government deems it necessary for the public interest, it can issue temporary directions to regulate fares. The rules do not define what constitutes an 'extraordinary situation', leaving it to the government's discretion on a case-by-case basis.
The Expansion of Digi Yatra
Alongside these regulatory changes, the government's push for a seamless, paperless travel experience continues with Digi Yatra. The facial recognition-based system is already active at many domestic airports and is expanding. Significantly, trials for international flyers began in late 2026 at seven major airports, including Delhi, Mumbai, and Bengaluru. These trials, open to Indian nationals with e_passports, use the Digi Yatra app to create a verifiable credential, allowing for a smoother journey through terminal entry, security, and boarding gates. A wider rollout for international travel is planned for 2027, which will further streamline the process for frequent flyers.
Preparing For The New Rules
For passengers, the immediate impact from January 1, 2027, will be clearer information and a new, albeit situational, check on runaway fare hikes. Frequent flyers should get into the habit of reviewing the detailed fare breakdown before purchasing tickets. To take advantage of streamlined airport processing, flyers with e_passports should download the Digi Yatra app and create their credential. While Digi Yatra for international travel is initially being tested for select Air India and IndiGo flights, its expansion is a key part of the future travel experience. It's important to remember that even with Digi Yatra, passengers must still carry their mandatory travel documents for airline and immigration checks.
