The Sobering Statistics
The numbers from this past month are stark. According to the India Meteorological Department (IMD), Bengaluru's city observatory recorded only 23 mm of rainfall in July. This is a dramatic drop from the typical monthly average of 80 to 100 mm. This makes
it the second-driest July since 1918, when a mere 18.5 mm was recorded. While strong pre-monsoon showers meant the city entered the season with a surplus, the failure of the July monsoon has significantly weakened the city's position, leaving residents and authorities on edge as they look towards the sky for relief.
A Tale of Two Water Sources
Bengaluru's water supply is a story of two sources: the distant Cauvery river and the city's own groundwater. The dry July puts immense pressure on both. Around 70% of the city's piped water is sourced from the Cauvery, pumped over a great distance. The performance of the monsoon in the river's catchment areas is therefore critical. Encouragingly, heavy rains in the catchment areas of Kodagu and Wayanad in late July and early August have boosted inflows into the key Krishnaraja Sagara (KRS) and Kabini reservoirs. As of early August, the level at KRS was rising and approaching the 100-ft mark against a full level of 124.8 ft, while the Kabini reservoir was nearing full capacity. This provides a crucial, albeit temporary, buffer. While officials from the Bangalore Water Supply and Sewerage Board (BWSSB) have stated there is no immediate shortage for the next few months, they are closely monitoring the situation.
The Groundwater Reality
For the nearly one-third of Bengaluru's population living in peripheral areas without a piped Cauvery connection, life depends on borewells. Here, the lack of rain is felt most acutely. A poor monsoon means groundwater aquifers are not recharged. Years of rapid urbanisation, which has seen green cover shrink and paved surfaces multiply, prevent rainwater from seeping into the ground. As a result, borewells are being drilled to unprecedented depths, some up to 1,500 feet. Many parts of the city are already classified as having "over-exploited" groundwater resources. A dry July only accelerates this depletion, meaning more residents will become dependent on expensive and increasingly scarce private water tankers, a familiar sight from the severe water crisis earlier in the year.
The Ripple Effect on Daily Life
The consequences of a water deficit extend beyond dry taps. Residents in tanker-dependent areas face the dual anxiety of availability and cost. Even in areas with piped supply, the BWSSB has urged citizens to conserve water and avoid using treated drinking water for non-essential purposes like gardening or washing cars. For many, this brings back memories of the rationing and steep tanker prices that marked the water crisis just a few months prior, which saw some residents even consider temporarily leaving the city. The situation also has broader economic impacts, affecting water-intensive industries like construction and putting a strain on businesses that rely on a stable water supply.
What Happens Next?
All eyes are now on the weather in August and September, which are typically Bengaluru's wettest months. A brief revival of rains is expected in early August, but forecasts suggest it may be short-lived before another weak spell. While the recent heavy rains in the Cauvery catchment have brought some relief to the reservoirs, the city itself remains rain-deficient. This highlights Bengaluru's precarious reliance on rainfall patterns far from its urban core. Experts continue to stress the importance of long-term, sustainable solutions. These include the aggressive revival of the city's traditional lake systems, strict enforcement of rainwater harvesting, protecting remaining green spaces, and increasing the use of treated wastewater to reduce the strain on fresh water sources.
