Why Vendor Verification is Crucial
Purchasing food from unauthorised hawkers on trains or platforms carries significant risks. Unofficial vendors operate without the necessary health certifications or oversight from the Food Safety and Standards Authority of India (FSSAI). This can lead
to unhygienic food prepared in unsanitary conditions, posing a direct threat to your health. Furthermore, these vendors often overcharge for items and offer no recourse for complaints or refunds. Indian Railways has declared unauthorised vending a punishable offence under Section 144 of the Railways Act, 1989, and regularly conducts enforcement drives with the Railway Protection Force (RPF) to curb this menace. By choosing official vendors, you are not only ensuring your own safety but also supporting a regulated and accountable system.
The Official Vendor Checklist
Identifying an authorised vendor is easier than you think. Indian Railways and IRCTC have mandated several features to help passengers make the right choice. Every official vendor, helper, and staff member is required to carry a QR code-enabled identity card. This card, when scanned, should display the vendor's name, Aadhaar number, medical fitness certificate, and police verification details. Look for a proper uniform and a Point of Sale (POS) machine for generating bills. Additionally, some food packets now carry QR codes that, when scanned, provide details about the kitchen where the food was prepared and the date of manufacturing. The safest bet is to pre-order meals through the official IRCTC eCatering website, the 'Food on Track' mobile app, or authorised partners like Swiggy and Zomato, which are integrated with the railway system.
Decoding Prices and Payments
Overcharging is a common complaint, but there are clear rules in place to protect passengers. A strict 'no-tip' policy is enforced for all catering staff on Indian Railways; they are not supposed to ask for tips or 'bakshish'. To combat overcharging, IRCTC has rolled out a 'no bill, your meal is free' policy. Always insist on a bill for every purchase. Authorised vendors are increasingly equipped with POS machines to provide printed receipts for every transaction, including cashless payments. For items that do not have a Maximum Retail Price (MRP), such as freshly prepared tea or coffee, vendors must have a rate card clearly displayed. If you suspect you are being overcharged, the bill serves as crucial evidence when filing a complaint.
Your Power to Complain: Rail Madad and Helpline 139
If you encounter an unauthorised vendor, are overcharged, or have issues with food quality, Indian Railways has a unified system for grievance redressal. The primary channel is the Rail Madad platform, which can be accessed via a mobile app (available on Android and iOS), a web portal, or by simply dialling the helpline number 139. You can lodge a complaint regarding catering services, and you will receive a unique complaint number to track its status in real-time. When filing a complaint, be ready to provide details from your ticket like the PNR, train number, and a clear description of the issue. Attaching a photo of the vendor, the food item, or the bill (or lack thereof) can significantly strengthen your case. Passengers are encouraged to report any violations, as this helps the authorities take swift action.
