Indian Railways has introduced a significant digital upgrade by allowing passengers to book their excess luggage online. Launched on July 31, 2026, this new facility is designed to eliminate the long queues and paperwork traditionally associated with
booking extra bags at crowded station parcel offices. The service is available for passengers with confirmed reserved tickets, integrating the luggage payment process directly with the ticketing system. This move aims to streamline boarding, reduce congestion in coaches, and create a more formalised system for a long-standing travel challenge. Instead of a last-minute dash to a physical counter, passengers can now declare and pay for their extra kilos from home.
Know Your Limits: A Class-Wise Refresher
Before using the new system, it's vital to understand the luggage allowances, which vary significantly by travel class. The free allowance is the weight you can carry without any extra charge. For AC First Class, this is 70 kg. AC 2-Tier and First Class passengers get a 50 kg free allowance. Those in Sleeper Class, AC 3-Tier, and AC Chair Car are permitted 40 kg for free. Finally, Second Class passengers have a 35 kg free limit. Beyond the free allowance, there is also a maximum permissible limit for most classes, which can be carried by paying an extra fee. For instance, an AC First Class passenger can carry up to 150 kg, and a Sleeper Class passenger can carry up to 80 kg, provided they pay for the excess weight.
How the New Online System Works
Booking your excess luggage online is a straightforward process. Passengers with a confirmed ticket can visit the official Indian Railways Parcel Portal. You will need to enter your journey details, including your PNR number, to access the booking option. The portal will then display the applicable charges, luggage limits, and rules for your specific journey and class. While the system simplifies the declaration process, some reports suggest passengers might still need to present a printout of the online application at the station's parcel office for final weighing and payment confirmation before a receipt is issued for collection at the destination. It's a significant step towards a fully digital process, even if a physical checkpoint remains for now.
The Cost of Carrying More: Pre-Book or Pay the Penalty
The new system strongly incentivises passengers to declare their extra luggage honestly and in advance. If you book your excess baggage within the permissible limits, the charge is typically 1.5 times the standard luggage rate. The minimum charge is ₹30. However, the real financial sting comes from not booking at all. If railway officials detect unbooked or partially booked luggage during the journey, they can levy a penalty up to six times the normal luggage rate. This hefty fine is designed to discourage passengers from flouting the rules and to ensure everyone pays their fair share for the space their luggage occupies. The difference between a modest pre-booked fee and a significant penalty makes planning ahead more valuable than ever.
Which Classes Are Excluded?
It is important to note that this new online facility is not available for all classes. Passengers travelling in AC 3-Tier and AC Chair Car cannot book excess luggage. The reason is that for these classes, the free allowance of 40 kg is also the maximum permissible limit. Therefore, there is no option to carry additional weight in these coaches. Furthermore, luggage dimensions are also enforced. Standard bags should not exceed 100cm x 60cm x 25cm, but for AC 3-Tier and AC Chair Car, a stricter size limit of 55cm x 45cm x 22.5cm applies. This ensures that the limited space in these coaches is not compromised by oversized baggage.
