The Sun-Powered Promise
India's clean energy goals are among the most ambitious in the world, aiming for 500 GW of renewable energy capacity. This transition isn't just about megawatts; it's about manpower. Schemes like the PM-Surya Ghar, which aims to install 10 million rooftop
solar systems, are expected to create massive demand for skilled technicians. To meet this, a complex ecosystem of training programs has emerged. The Skill Council for Green Jobs (SCGJ), established in 2015, leads the charge, developing qualifications and partnering with training centres across the country. Initiatives range from the flagship Suryamitra program, designed to train technicians for solar projects, to newer, more focused efforts like the India-Australia Rooftop Solar Training Academy. On paper, the goal is clear: build a skilled workforce to install, operate, and maintain the infrastructure for India's green future.
The Curriculum and Quality Conundrum
A significant challenge lies in the gap between what is taught and what the industry actually needs. Many employers report a mismatch, stating that the quality of existing training programs is often poor. A 2024 report by Mercom India cited the shortage of a skilled workforce as a top challenge to clean energy growth, noting a clear disconnect between academic output and industry requirements. Traditional engineering colleges are often not equipped to teach the specifics of solar, wind, or other renewable technologies. The technology itself is evolving rapidly, from new types of solar panels to advanced battery storage and AI-enabled maintenance. Skilling programs struggle to keep their curricula updated, often leaving graduates with theoretical knowledge that isn't immediately applicable on-site. This forces many companies to rely on extensive in-house training, which adds costs and delays projects.
From Certification to Employment: A Bridge Too Far?
Perhaps the most critical question is whether these training programs lead to actual jobs. The data suggests a troubling trend. Despite hundreds of thousands of candidates being trained, placement rates have been disappointingly low. For example, government data for the Suryamitra program has shown in the past that less than a third of participants found jobs in the solar industry. Several factors contribute to this skills-to-jobs gap. One is the physical mismatch between where training centres are located and where the jobs are, as many large-scale solar parks are in remote areas. Furthermore, the nature of the work can be demanding, with difficult conditions and modest pay, leading to high attrition rates. Experts also point to a lack of robust linkages between training providers and the industry, making it difficult for certified technicians to connect with employers.
New Approaches to an Old Problem
Recognizing these persistent challenges, new initiatives are trying different approaches. Some programs now place a stronger emphasis on practical, on-the-job exposure and placement support. A partnership between Sungrow and the Centre for CSR & Sustainability Excellence, for instance, aims for at least 70% employment for its trainees by providing 360 hours of training that includes field experience. Another innovative approach involves mobile training units. In June 2026, the government launched solar-powered vans to bring digital and financial literacy, alongside technical skills, directly to underserved communities. There is also a growing focus on women's participation, with organisations like the Desai Foundation offering specialised training and entrepreneurship support to help rural women start their own green micro-enterprises. These efforts acknowledge that simply providing a certificate is not enough.
