A New Era for Passenger Safety
In a significant move for passenger welfare, the Supreme Court of India has directed Indian Railways to extend travel insurance coverage to passengers who purchase tickets at physical reservation counters. This directive, effective October 27, 2026, aims
to eliminate the disparity between online and offline bookings, ensuring that all passengers have equal access to financial protection. Previously, the optional insurance scheme was only available to those booking through the IRCTC website or mobile app. The court's decision came during proceedings related to railway safety enhancements following the tragic Odisha train accident in June 2023, highlighting the urgent need for comprehensive passenger protection.
What the Insurance Covers
While the exact premium for counter tickets is yet to be finalized by the Railway Board, the existing scheme for online tickets provides a clear blueprint. Passengers who opt-in online pay a nominal premium of just 45 paise for significant coverage. This includes up to ₹10 lakh for death or permanent total disability, up to ₹7.5 lakh for permanent partial disability, and up to ₹2 lakh for hospitalization expenses due to injury from a train accident or other 'untoward incidents' as defined under the Railways Act. The policy also provides ₹10,000 for the transportation of mortal remains. The coverage is valid from the train's departure until its arrival at the destination, including the process of boarding and alighting.
How to Opt-In at the Counter
The precise mechanism for passengers to opt-in at ticket counters is still being implemented by Indian Railways. However, it is expected to be a straightforward process integrated into the ticket booking form. Passengers will likely need to provide essential details, most critically a valid mobile number. In the online system, policy information and a link to provide nominee details are sent via SMS and email. A similar system will be crucial for offline passengers to receive their policy number and update beneficiary information. It is advisable to proactively ask the booking clerk about the insurance option when purchasing your ticket. This move ensures that millions of travellers, especially from rural and semi-urban areas who rely on counter bookings, are no longer excluded from this safety net.
The Step-by-Step Claim Process
In the unfortunate event of an incident, the claim process must be initiated with the designated insurance company, not with IRCTC or the railway authorities. The first step is to contact the insurer as soon as possible; this must be done within four months of the accident. The insurance company, whose details will be on the policy document sent to you, will provide a claim form. This form must be filled out completely and submitted along with all required documents. The process is handled directly between the insured passenger (or their nominee) and the insurance provider. Several companies, such as SBI General Insurance and Liberty General Insurance, have partnered with railways for this scheme.
Documents Required for a Claim
The documentation required depends on the nature of the claim. For all claims, you will need the filled claim form with bank details (NEFT mandate, cancelled cheque), the railway authority's report confirming the accident, and KYC documents of the claimant. In the tragic case of a passenger's death, the nominee must also submit the original death certificate, post-mortem report, and a copy of the FIR. If no nominee was declared, the claim will be settled with the legal heir upon submission of a legal heirship or succession certificate. For disability claims, a certificate from a civil surgeon detailing the extent of disability and all supporting medical reports are necessary.
Key Points to Remember
To ensure a smooth process, always provide a correct and active mobile number when booking your ticket. This is how you will receive your policy details. It is crucial to fill in the nominee details using the link provided by the insurance company. Failing to do so can create significant delays and complexities for your family, who would then need to produce legal heir certificates to process a claim. Keep your physical ticket safe, as it serves as the primary proof of your journey and insurance coverage. Be aware that the insurance does not cover incidents like crossing railway tracks, self-inflicted injuries, or accidents under the influence of alcohol.
