The Battlefield's Digital Backbone
In the early days of Russia's full-scale invasion, Ukraine's communication infrastructure was a primary target. The arrival of thousands of portable Starlink terminals, provided by SpaceX, proved to be a game-changer. This satellite internet service became
the backbone of Ukraine's military communications, enabling everything from basic connectivity for soldiers to the complex operations of its increasingly sophisticated drone fleet. The military-grade version, known as Starshield, offered more secure and robust connections, essential for coordinating strikes and sharing real-time intelligence on the front lines. For years, this technology gave Ukrainian forces a significant advantage, allowing them to remain agile and connected even when terrestrial networks were destroyed or jammed.
What Are the New Restrictions?
Around October 14, 2026, Ukrainian military units began experiencing sudden and unannounced disruptions. The primary issue was a newly imposed speed limit on Starshield terminals when they are in motion. Specifically, the connection is now reportedly capped when a terminal moves faster than 160 km/h (about 100 mph). According to Ukrainian officials, including President Volodymyr Zelenskyy, the connection can drop out entirely, disrupting missions. This directly impacts Ukraine's use of fast-moving drones, particularly those used to intercept incoming Russian 'Shahed' drones, which rely on a constant data link to operate effectively. President Zelenskyy stated that tests showed similar Starlink terminals operating in EU countries did not face the same speed caps, suggesting the restriction is specific to Ukraine.
Disrupted Missions and Pointed Fingers
The operational impact was immediate. Ukrainian military sources reported that several drone missions had to be cancelled or were disrupted mid-flight. The 7th Rapid Reaction Corps noted that even at speeds just below the cap, intermittent connection drops made drones harder to control. The restrictions have led to a confusing flurry of accusations. Elon Musk stated that Starshield is controlled by the US government and that any limits are their decision, not SpaceX's. However, US officials have sent mixed signals, with some denying a high-level policy decision was made to impose the limits. President Zelenskyy has said his government was told the issue was 'technical' but believes the restrictions are a planned operation, stating that SpaceX has become unresponsive to inquiries from Ukraine's Defense Ministry.
A Question of Dependence
This incident has thrown a harsh spotlight on Ukraine's deep reliance on a single, private American company for its national security infrastructure. When a military builds its core command-and-control functions around a commercial technology it does not own, it becomes vulnerable to the provider's decisions, whether those are technical, financial, or political. The disruption has served as a stark reminder that commercial infrastructure can become unavailable for reasons entirely outside a military commander's control. It has highlighted a critical vulnerability not just for Ukraine, but for any nation that increasingly integrates commercial technology into its defence strategy.
The Search for Alternatives
The Starlink restrictions have forced Ukraine and its European partners to urgently seek alternatives and build sovereign capabilities. President Zelenskyy has confirmed that European countries are now actively working on developing a replacement for Starlink, seeing the danger of relying on a system that can be controlled or limited by the US. While there are other satellite internet providers, such as Viasat and Eutelsat/OneWeb, none currently match Starlink's scale, portability, or low-orbit performance. The EU's own planned satellite constellation, IRIS², is not expected to be fully operational until 2029. In the meantime, Ukraine is exploring all options, but for the immediate future, it remains heavily dependent on a service that has proven both indispensable and unpredictable.
