What is the Package Visa?
In early July 2026, Saudi Arabia launched a pilot for its new 'Package Visa' system, a digital initiative designed to radically simplify the process of visiting the Kingdom. Instead of navigating separate platforms for air tickets, hotel reservations,
and visa applications, this new system integrates them into a single, seamless transaction. Travellers can book a complete package—including return flights, accommodation, and their electronic tourist visa—all at once through an approved travel provider. The visa is then processed and delivered electronically within 48 hours, eliminating the need to visit an embassy or fill out multiple forms with the same information.
From Fragmented to Fluid
The core problem this new visa addresses is the fragmented nature of travel planning. Previously, a traveller might secure a flight, then fill out a detailed visa application, re-entering personal details, passport information, and travel dates that were already submitted to the airline. After the visa's approval, they would repeat the process again on a hotel booking site. Each step carried the risk of error and added administrative overhead. The Package Visa collapses this multi-step, multi-platform ordeal into one fluid workflow. By bundling the e-visa directly into the travel package, the system automatically uses the booking information for the visa application, effectively ending the need for repeated document and data entry. This not only saves time but also reduces the chances of mistakes that could delay or derail a trip.
Big News for Indian Travellers
Crucially for Indian travellers, India is one of the first seven countries included in the pilot program for the Package Visa, alongside nations like Pakistan, Egypt, and Indonesia. This signals the importance of the Indian market to Saudi Arabia's tourism ambitions. The benefits are immediate: an Indian family or group of friends can now work with an accredited travel agent, such as Almosafer or Reserval, to arrange their entire trip in one go. The package must include round-trip flights and a stay at a hotel rated four stars or higher. Once the package is paid for, the single-entry tourist visa is issued and emailed, valid for a three-month period and allowing a stay of up to 88 days.
A Simpler Path for Pilgrimage
For the millions of Indians who travel for religious reasons, the Package Visa offers a new, more flexible route for performing Umrah. While the package itself does not include formal Umrah services, the tourist visa it provides allows holders to travel freely within the Kingdom, including to the holy cities of Makkah and Madinah. This means a traveller can book a tourism package to Riyadh or Jeddah and then independently arrange their Umrah pilgrimage during their stay. This uncouples the pilgrimage from a dedicated, and often more restrictive, Umrah visa, giving visitors the freedom to combine spiritual duties with leisure and exploration. It is important to note, however, that this does not apply to the annual Hajj pilgrimage, which continues to operate under its own separate and specific visa system.
Part of a Much Bigger Picture
The Package Visa is not an isolated policy but a key component of Saudi Arabia's Vision 2030. This ambitious national strategy aims to diversify the country's economy away from oil, with tourism as a central pillar. The Kingdom has set a goal of attracting 150 million visitors annually by 2030 and understands that accessibility is key to achieving this target. The new visa joins a series of recent measures, including a general e-visa for 66 countries, visa-on-arrival options, and a free Stopover Transit Visa, all designed to open the country to the world. By making the entire travel experience—from planning to arrival—more seamless and user-friendly, Saudi Arabia is positioning itself as a major global destination for tourism, business, and culture.
