A New, Simplified Route to the Kingdom
Saudi Arabia has launched a 'Package Visa', a new digital initiative designed specifically for travellers from a select group of countries, including India. This service bundles the tourist e-visa, flights, accommodation, and mandatory health insurance
into a single, seamless booking. The goal is to eliminate the usual administrative hurdles of international travel, making it significantly more straightforward for Indian tourists to plan and book a trip. Previously, options for Indian travellers were largely limited to having a valid US, UK, or Schengen visa to get a visa-on-arrival, or applying through more traditional routes. This new package system creates a direct and simplified pathway for a much broader group of Indian citizens who may not have pre-existing Western visas.
What Does the Package Include?
Every qualifying Package Visa booking is an all-in-one deal. The core components include a confirmed return flight, a stay at a Saudi Ministry of Tourism-licensed hotel (typically with a minimum rating), the electronic tourist visa itself, and mandatory health insurance. The visa issued is a single-entry tourist visa with a validity of three months. Travellers book these integrated packages through approved providers, and the electronic visa is automatically processed and issued, often within 48 hours, without needing to visit an embassy. It's important to note that if the travel package is cancelled for any reason, the associated visa is also revoked. While the package secures your entry and stay, it doesn't automatically include Umrah arrangements, though visa holders are free to travel to the holy cities of Mecca and Medina once in the country.
Eligibility and Application Process
The Package Visa service is currently available to passport holders from seven countries: India, Pakistan, Bangladesh, Indonesia, Egypt, Jordan, and Mexico. The application process is designed to be fully digital and user-friendly. Travellers start by choosing a pre-made package or designing their own itinerary through an approved travel provider. During the booking, they upload their passport details and a personal photograph. After completing the booking and payment, the system automatically verifies eligibility. Once approved, the electronic tourist visa and other travel documents are sent directly to the traveller's email.
Costs and Other Visa Options
The convenience of the package comes with a set cost structure. According to initial reports, there is a minimum spend criteria for the package. While this bundled price covers the essentials, it provides cost certainty from the outset. For those who find the package route unsuitable, other options remain. The 96-hour Stopover Visa is a popular choice for those with long layovers on Saudia or Flynas, the national carriers. This visa is free, though small administrative and insurance fees apply, and allows for a short stay of up to four days. Furthermore, Indian citizens holding a valid and used US, UK, or Schengen visa can still obtain a visa on arrival when travelling on a Saudi national carrier. The standard e-visa, open to citizens of 66 countries, offers a one-year, multiple-entry visa but does not currently include India on its direct eligibility list, which is what makes the new Package Visa so significant.

This easier access unlocks a country rapidly transforming under its Vision 2030 plan. For Indian tourists, this means the chance to explore destinations that were once difficult to reach.
