Before you can know if your luggage is 'excess', you need to know what’s free. Indian Railways has long had a policy that allows passengers to carry a certain amount of luggage without any extra charge, based on their travel class. These rules are now being
more rigorously enforced. For passengers in AC First Class, the free allowance is a generous 70 kg. Those travelling in AC 2-Tier or First Class can carry up to 50 kg for free. For passengers in the popular Sleeper Class, the limit is 40 kg. Travellers in Second Class have a free allowance of 35 kg. It's important to note that for AC 3-Tier and AC Chair Car, the free allowance is 40 kg, and this is also the maximum limit permitted inside the coach, meaning you cannot book excess luggage for these classes.
The Steep Cost of Overlooking the Rules
Ignoring the luggage limits can turn a pleasant journey into a costly one. If a passenger is found with un-booked luggage that exceeds the free allowance, they face a penalty that is six times the normal luggage rate. This isn't a minor fee; it can amount to a significant sum, often much more than the ticket price itself. For example, if a passenger in Sleeper Class is carrying 20 kg of extra luggage without booking it, the penalty could be substantial compared to the small fee for booking it properly. The railway's strict enforcement aims to reduce overcrowding in compartments and ensure a more comfortable and safe journey for everyone. This high penalty underscores the importance of weighing your bags before you leave home.
The New Online Solution for Excess Bags
To make compliance easier and help passengers avoid last-minute stress, Indian Railways launched a new online portal for booking excess luggage, which became operational from July 31, 2026. This system allows travellers with confirmed tickets to declare and pay for their extra baggage from the comfort of their home before their journey begins. The service is accessible through the Indian Railways parcel website (parcel.indianrail.gov.in). This move digitises a process that previously required passengers to arrive at the station well in advance, find the parcel office, and complete manual paperwork, often in long queues. The goal is to streamline the process, reduce wait times at stations, and provide a more convenient experience.
How to Book Extra Luggage Online
The process for pre-booking your excess luggage is straightforward. First, you need your confirmed train ticket details. You then visit the official Indian Railways parcel portal. On the website, you will need to enter your PNR number and other journey details. The system allows you to declare the weight of your excess luggage. The charge for booking luggage that is over the free allowance but within the maximum permissible limit is 1.5 times the standard luggage rate, a fraction of the six-times penalty. After you enter the details, the portal calculates an estimated freight charge. You can then make the payment online. Once paid, you get a receipt, which is essential for your journey and for collecting your luggage if it is booked in the brake van.
Maximum Limits and Size Restrictions
While you can book excess luggage, there's still a maximum limit you can carry in your compartment. For AC First Class, the ceiling is 150 kg. For AC 2-Tier, it's 100 kg, for Sleeper Class it's 80 kg, and for Second Class, it is 70 kg. As mentioned, AC 3-Tier and Chair Car are fixed at a maximum of 40 kg. Beyond weight, size also matters. For most classes, trunks and suitcases should not exceed 100 cm in length, 60 cm in breadth, and 25 cm in height. For the more compact AC 3-Tier and AC Chair Car coaches, the dimensions are smaller: 55 cm x 45 cm x 22.5 cm. Any luggage exceeding these dimensions, regardless of weight, must be booked and carried in the separate luggage van, also known as the brake van.
