What is the new Package Visa?
Saudi Arabia's Package Visa is an integrated system designed to streamline the travel process. Launched in July 2026, it allows tourists to book their flights, accommodation, and obtain an electronic visa in one single transaction through an approved
travel provider. This is a significant shift from the traditional method where travellers had to apply for a visa separately from making their flight and hotel arrangements. The initiative is part of the Kingdom's Vision 2030 plan to boost tourism by making the country more accessible. The pilot phase includes travellers from India, Pakistan, Egypt, Jordan, Bangladesh, Indonesia, and Mexico.
The Facts: How It Works
The process is entirely digital. Travellers select a pre-approved package from an accredited travel agency, such as Almosafer or Reserval. This package must include a round-trip flight and a stay at a Ministry of Tourism-licensed hotel with a rating of four stars or higher. Once the package is purchased, the electronic tourist visa is processed and issued within 48 hours, along with travel insurance. The visa is a single-entry permit, valid for three months, allowing for a stay of up to 88 days. It does not replace existing visa options like the standard e-visa or visa-on-arrival, but offers an alternative, streamlined route.
The Practical Impact for Travellers
The most significant impact is convenience. The all-in-one booking process eliminates the administrative burden of separate applications, reducing paperwork and the risk of errors. This simplified journey is a major benefit for families and first-time visitors to the Kingdom. However, this convenience comes with certain constraints. The visa is tied directly to the package; if you cancel your trip, the visa is automatically revoked. Furthermore, the mandatory inclusion of a 4-star or higher hotel and a minimum package price—starting at SR4,000 (approximately ₹89,000) for the first two days—may make it a more expensive option for budget-conscious travellers who might otherwise choose more affordable accommodation.
What About Religious Travel?
This is a key question for many prospective visitors from India. The Package Visa is a tourist visa, and the packages themselves do not include organised Umrah services or activities in the holy cities of Makkah and Madinah. However, once travellers have entered Saudi Arabia on this visa, they are permitted to travel anywhere within the Kingdom, including to the holy cities to perform Umrah, provided they adhere to the local regulations. This offers a degree of flexibility, separating the logistical ease of entry from the personal pilgrimage itinerary a traveller might wish to undertake.
Remaining Questions and Considerations
While the Package Visa simplifies many aspects of travel, some questions remain. The primary one is flexibility. Travellers are locked into the flights and accommodation booked through the provider, offering less spontaneity than booking each component separately. The list of accredited travel providers is also limited during this pilot phase, which may restrict choice and competitive pricing. Another point of ambiguity is the process for modifications. While cancellations are straightforward (the whole package is voided), the procedure for changing flight dates or hotel bookings after the visa has been issued is not yet fully clear. Travellers will need to carefully review the terms and conditions of their specific package provider to understand their options.
