Saudi Arabia has launched a pilot for its new "Package Visa," an initiative designed to eliminate the notorious friction of planning an international trip. For travellers from an initial list of countries including India, Jordan, Egypt, and Pakistan,
the new system allows them to book a tourist visa, flights, and accommodation in a single, integrated process through approved travel providers. This replaces the old method of navigating separate websites for airline tickets, hotel bookings, and a standalone visa application. The goal, according to tourism officials, is to create a seamless journey from the moment of inspiration to arrival, with the electronic visa issued within 48 hours of purchasing the package.
Solving the Conversion Rate Challenge
In the world of online travel, 'conversion rate' is king—it's the measure of how many website visitors actually complete a booking. A complicated process is a major reason why potential tourists abandon their booking carts. Many travellers lose momentum when faced with the need to secure a visa separately after booking flights, creating uncertainty and administrative burdens. By bundling the visa into the initial purchase, Saudi Arabia is directly addressing this drop-off point. For approved travel agencies, it creates a much stronger and more confident sales pitch, presenting a complete, hassle-free product. This is especially crucial for attracting first-time leisure visitors who may be unfamiliar with the country's entry requirements.
Engineering the Rise of Short-Break Tourism
The Package Visa is also a strategic tool to encourage a specific type of travel: the short break or weekend getaway. By making the entire planning process faster and more predictable, the Kingdom becomes a much more viable option for a three or four-day trip, particularly for travellers from nearby hubs in India and the Middle East. The integrated packages, which can include event tickets and local tours, make it easy for visitors to arrive with a pre-planned itinerary perfect for a condensed visit. This approach is designed to increase the number of visitors and encourage longer stays and higher spending by making it easier to explore different regions and experiences within one trip.
A Pillar of Vision 2030
This visa innovation is a key component of Saudi Arabia's ambitious Vision 2030, a national strategy to diversify the economy away from oil, with tourism as a central pillar. The country welcomed over 29 million inbound visitors in 2025 and aims to attract 150 million tourists annually by 2030. India is a critical market in this plan, with officials hoping to attract 7.5 million Indian visitors by 2030. Initiatives like the Package Visa, alongside the existing e-Visa, visa-on-arrival, and Stopover Transit Visa programs, are all designed to make the country more accessible and appealing. The message is clear: Saudi Arabia is open for business and leisure, moving beyond its traditional role as a destination for religious pilgrimage and work.
