Who is Exempt from the Requirement?
While the MDAC is mandatory for most foreign visitors, including all Indian tourists, there are a few specific exemptions. Citizens of neighbouring Singapore are not required to fill out the form. Other exempt categories include diplomatic and official passport holders, Malaysian permanent residents, and holders of a Malaysian Long-Term Pass. Travellers who are simply transiting through a Malaysian airport without passing through immigration control are also not required to complete the MDAC. For the vast majority of tourists and short-term visitors from India, however, completing the digital arrival card is a compulsory step for every single entry into the country.
