The New Frontier of Policy
For decades, space in India was the sole domain of the Indian Space Research Organisation (ISRO). Today, the landscape is transforming. The landmark Indian Space Policy 2023 has opened the floodgates for private enterprise, clearly defining roles for government
and commercial players. The policy allows Non-Government Entities (NGEs) to undertake end-to-end space activities, from manufacturing to operations. This shift has been supercharged by liberalised Foreign Direct Investment (FDI) rules, allowing up to 74% FDI in satellite manufacturing and operations, and even 100% in component manufacturing. The goal is to create a vibrant, self-sustaining industry, with projections suggesting India's space economy could grow from around $8.4 billion to over $44 billion by the early 2030s.
Masters of the Small Satellite
The most visible activity beyond rockets is in satellite manufacturing. Instead of large, multi-tonne government satellites, startups are focusing on building constellations of smaller, agile satellites for specific commercial purposes. Pixxel, for example, is a global leader in hyperspectral imaging, building satellites that can see the Earth in hundreds of colours, providing deep insights for agriculture, mining, and environmental monitoring. Meanwhile, Dhruva Space operates as a 'full-stack' provider, offering satellite-as-a-service, from design and manufacturing to launch and ground station support. Other companies like Azista BST Aerospace are focused on mass manufacturing, with the ability to produce satellites at scale. This move towards private satellite fleets is creating a robust domestic manufacturing base.
Data is the Real Gold
The hardware in orbit is just one part of the equation; the true value often lies in the data it collects. A new class of startups is focusing on this 'downstream' segment. Companies like GalaxEye are pioneering multi-sensor satellites that combine optical and radar imaging, allowing them to see through clouds and at night. Their recently launched Mission Drishti satellite is a prime example of this advanced capability. Startups such as SatSure and Blue Sky Analytics leverage artificial intelligence and machine learning to process vast amounts of satellite data, providing actionable intelligence for sectors like insurance, finance, and climate risk assessment. This 'Data-as-a-Service' model is turning space imagery into a powerful tool for businesses on Earth.
The Crucial Ground Infrastructure
A thriving space ecosystem needs more than just rockets and satellites; it requires a vast network of ground and in-space support services. This is another area where Indian startups are making their mark. Digantara is building what it calls a 'space situational awareness' platform, using a network of sensors to track satellites and space debris, effectively creating a traffic management system for orbit. On the propulsion front, Bellatrix Aerospace is developing innovative thrusters and propulsion systems that help satellites move efficiently in space. The government is also facilitating this growth through IN-SPACe, a single-window agency that authorises private space activities and provides access to ISRO’s world-class testing facilities and expertise, helping startups bridge the gap from concept to reality.
