For Indian travellers transiting through Kuala Lumpur International Airport (KLIA), the rule for the Malaysia Digital Arrival Card (MDAC) is straightforward: you are exempt from filling it out as long as you do not pass through Malaysian immigration.
This applies to passengers who stay within the international transit area of the airport to catch a connecting flight. If your journey involves arriving and departing from the same terminal (e.g., KLIA1 or KLIA2) without exiting the secure zone, you are not considered to be entering Malaysia, and therefore the MDAC is not required.
When You MUST Complete the MDAC
The exemption no longer applies the moment you need to clear Malaysian immigration. For Indian transit passengers, completing the MDAC becomes mandatory in several common scenarios. You must fill out the card if you plan to leave the airport for any reason, such as a short city tour during a long layover. It is also required if you need to collect your checked baggage and re-check it for your onward flight, as this process takes you outside the transit zone. Furthermore, if your travel involves transferring between KLIA1 and KLIA2, you must clear immigration and will therefore need a completed MDAC, as the two terminals are not connected airside. Finally, if you are transiting to a domestic Malaysian flight (e.g., to Penang or Langkawi), you must officially enter the country and the MDAC is compulsory.

The Malaysian government offers visa-free entry for Indian passport holders for stays of up to 30 days, a policy extended until the end of 2026. However, this visa-free status does not exempt you from the MDAC if you are formally entering the country. The MDAC is a separate, mandatory pre-arrival declaration for immigration processing. Think of it this way: the visa-free rule gives you permission to enter, while the MDAC is the required paperwork you must complete beforehand to process that entry smoothly.
How to Fill the Malaysia Digital Arrival Card
If your transit plans require an MDAC, the process is entirely online and free of charge through the official Immigration Department of Malaysia website. You must submit the form within three days of your scheduled arrival in Malaysia. Be prepared to provide your personal details (name, passport number, date of birth), travel information (arrival/departure dates, flight numbers), and the address of your accommodation in Malaysia. If you are only leaving the airport for a few hours and returning, you can enter the details of a hotel near the airport or simply state the purpose is transit. After submitting the form, you will receive a confirmation via email, which you should save on your phone as proof.

To avoid any last-minute stress at the airport, review this checklist. First, confirm your flight itinerary. Are you on a single ticket, or separate ones? Do you need to change terminals from KLIA1 to KLIA2? Answering these questions will determine if you need to clear immigration.
