Know Your Free Luggage Allowance
For decades, Indian Railways has had specific luggage limits, but enforcement has been inconsistent. With a renewed focus on passenger convenience and safety, these rules are now more relevant than ever. The free allowance you are entitled to depends
entirely on your travel class. It is crucial to remember these are per-passenger limits. Here’s the official breakdown: First Class AC (1A) passengers can carry up to 70 kg for free. Passengers in AC 2-Tier (2A) have a free allowance of 50 kg. For those in AC 3-Tier (3A), AC Chair Car (CC), and Sleeper Class (SL), the free limit is set at 40 kg. Finally, passengers in Second Class (2S) are permitted to carry 35 kg of luggage free of charge.
Understanding the Maximum Permissible Limit
Beyond the free allowance, there is a maximum limit of luggage you can carry in the compartment by paying an extra fee. For First Class AC, this limit is 150 kg. For AC 2-Tier, it is 100 kg. Sleeper Class passengers can carry a maximum of 80 kg, and Second Class passengers a maximum of 70 kg, provided the excess weight is booked and paid for. A critical exception applies to AC 3-Tier and AC Chair Car travellers. For these classes, the free allowance of 40 kg is also the maximum limit. This means you cannot book any excess luggage to carry with you in these coaches. Any luggage beyond this 40 kg limit must be transported separately in the brake van (the luggage van).
What the New Online System Changes
Starting from July 31, 2026, Indian Railways has rolled out a facility for passengers with confirmed tickets to book their excess luggage online. This is a significant shift from the previous system, which required passengers to arrive at the station’s parcel office well in advance, often leading to long queues and last-minute stress. The new online portal allows travellers to declare and pay for any luggage that exceeds their free allowance right from their homes. This service is designed to streamline the process, increase transparency, and reduce crowding at stations. The system will also display the list of restricted items and all applicable rules during the booking process.
The Cost of Ignoring the Rules
The convenience of online booking is paired with a serious financial deterrent for those who don't comply. If you book your excess luggage in advance through the portal or at the parcel office, you will be charged 1.5 times the standard luggage rate. However, if you are caught during your journey with unbooked excess luggage, the penalty is severe. The charge is six times the normal luggage rate. For example, a passenger travelling in Sleeper Class with 20 kg of unbooked excess luggage could face a penalty that is six times what they would have paid by booking it properly. The minimum charge for booking any excess luggage is ₹30.
Don't Forget About Luggage Dimensions
Weight is not the only factor; size matters too. Indian Railways specifies maximum dimensions for trunks and suitcases to ensure they fit under berths and do not obstruct corridors. For most classes, including First AC, AC 2-Tier, and Sleeper, the standard size limit is 100 cm in length, 60 cm in breadth, and 25 cm in height. However, for AC 3-Tier and AC Chair Car, the permitted dimensions are smaller, at 55 cm x 45 cm x 22.5 cm. Any luggage that exceeds these dimensions, regardless of its weight, must be booked and carried in the brake van, not in the passenger compartment.
