In the tribal heartlands near the Anamalai Tiger Reserve in Tamil Nadu, a grassroots movement is taking shape. A recent resolution reportedly backed by 232 residents of a Gram Sabha near Udumalaipettai (often referred to as Udmal) aims to designate their
region as a ‘Dark Sky’ area. This initiative is not just about bringing back breathtaking views of the Milky Way; it’s a sophisticated effort to protect a fragile ecosystem, preserve cultural heritage, and unlock new, sustainable economic opportunities. The foundation of this resolution is the Panchayats (Extension to Scheduled Areas) Act, or PESA, of 1996. Often called a 'constitution within the constitution,' PESA was designed to empower tribal communities by giving their Gram Sabhas, or village assemblies, direct control over their local environment and resources. Under PESA, the Gram Sabha has the authority to manage natural resources like land, water, and minor forest produce, and its consent is mandatory for development projects. This act ensures that decisions affecting tribal life and culture are made by the people themselves, not imposed from outside. By invoking PESA for a dark sky resolution, the residents are asserting their legal right to safeguard their environment from the encroachment of light pollution.
