What is the Free Visa Initiative?
The “free visa” is a tourism promotion launched by the Department of Culture and Tourism – Abu Dhabi (DCT Abu Dhabi). It is not a nationwide, permanent visa waiver for all Indian passport holders. Instead, the initiative covers the visa cost for a limited
number of Indian tourists to make holidaying in the capital more affordable. Under the scheme, DCT Abu Dhabi will cover the full cost of a UAE entry visa, which normally costs around AED 285, for up to 20,000 travellers in its initial phase. This is a limited-period offer valid for travel between August 1 and October 31, 2026.
Who is Eligible for This Offer?
The primary condition is that you must be an Indian passport holder travelling from India. The offer is not something an individual can apply for independently; it is directly linked to a qualifying holiday package booked for Abu Dhabi. This means simply booking a flight will not make you eligible. The key requirement is booking a package that includes both flights and accommodation through a designated travel partner. There are no specified restrictions on the number of family members who can apply together, but the campaign is limited to the first 20,000 visas.
The Mandatory Booking Conditions
To qualify for the visa fee waiver, your travel plans must meet three specific criteria. First, you must book your trip through a participating travel partner or an approved online travel agency. A list of 11 authorised agencies has been released, including major names like MakeMyTrip, Thomas Cook & SOTC, and Thrillophilia. Second, your booking must include a stay of at least three consecutive nights in an Abu Dhabi hotel. Finally, the package must include a return flight ticket from India. Only when all these conditions are met within a single holiday package booking does the visa cost get covered by the tourism department.
How Does the Application Work?
Travellers do not apply for this free visa themselves. The process is handled entirely by the travel partner through which the holiday package is booked. These partners will either process the visa through a DCT-appointed destination management company (DMC) where the cost is covered directly, or they will use their existing DMC partners and get reimbursed by DCT Abu Dhabi for the visa fee. For the traveller, the process is seamless: you book the qualifying package, submit your standard visa application documents to your travel agent, and they handle the rest. The benefit is realised as a waiver of the visa fee from your total package cost.
What About Other Free Visa Schemes?
It's important to distinguish this Abu Dhabi promotion from other UAE visa offers. The UAE also runs a separate, long-standing summer promotion for families. Under a UAE Cabinet Resolution, tourists can get a visa fee exemption for their children under the age of 18. This annual scheme typically runs from July 15 to September 15. The key difference is that this is a nationwide offer focused on children travelling with parents, and it only waives the government visa fee, not necessarily service or processing charges. The Abu Dhabi promotion, by contrast, is for all eligible Indian tourists (not just children) but is tied to a specific destination and booking type.
