The New Urban Reality
The signs are impossible to ignore. Unprecedented rainfall paralyses cities like Mumbai and Chennai, turning roads into rivers and causing billions in damages. Delhi and other northern cities are increasingly battling extreme heatwaves that claim lives
and bring productivity to a halt. These are not isolated incidents but part of a pattern of intensifying climate impact. Unplanned urbanisation has made things worse, with concrete jungles replacing natural sponges like wetlands and forests, exacerbating the Urban Heat Island effect and leaving cities hotter and more prone to flooding. Over 75% of India's districts are now considered hotspots for extreme climate events, a stark indicator that our urban centres are living on borrowed time if major changes are not made.
What is a Climate-Resilient City?
Climate resilience is the ability of a city to prepare for, recover from, and adapt to climate-related shocks and stresses. It is not about building bigger walls against nature, but designing smarter, more flexible systems. This involves a two-pronged approach of mitigation (reducing emissions) and adaptation (adjusting to impacts). On the ground, this translates into a mix of solutions. Structural adaptations include engineered projects like improved stormwater drains, flood-resistant roads, and cool roofs that reflect sunlight. Equally important are nature-based solutions, which involve integrating green spaces, urban forests, and wetlands back into the city fabric to manage heat and water naturally. It also requires institutional changes, such as early warning systems, updated building codes, and community-led disaster preparedness plans.
Pioneering a Resilient Future
Across India, pockets of innovation show what is possible. After a devastating heatwave in 2010, Ahmedabad implemented South Asia's first Heat Action Plan, a model now adopted by many other cities. This plan focuses on early warnings, public awareness, and providing access to cooling centres. In Surat, a city highly vulnerable to flooding, the municipality developed an advanced flood warning system to better prepare its citizens. Cities are also exploring low-cost, high-impact strategies like painting roofs with reflective white paint to reduce indoor temperatures and promoting rainwater harvesting. While these are positive steps, they remain exceptions rather than the rule. To truly build resilience, such initiatives need to be scaled up and integrated into the very DNA of urban planning, supported by national missions like the Smart Cities Mission and AMRUT.
The Heavy Price of Inaction
The argument for building climate-resilient cities is not just environmental; it is economic. The cost of inaction is staggering. One estimate suggests that extreme weather events cost India over $99 billion in the last 50 years. In 2023 alone, natural catastrophes resulted in losses of around ₹1 lakh crore. These figures do not account for the indirect costs, such as lost productivity, public health crises, and the immense social disruption caused by displacement. By contrast, investing in resilience is far more cost-effective. Every rupee spent on resilient infrastructure can save many more in future recovery and rebuilding efforts. Moreover, climate-induced migration from rural areas is putting additional strain on already overburdened urban services, making investment in urban resilience a national security issue as well.
