The Big Change: Departure Fees Slashed
Starting September 1, 2026, the User Development Fee (UDF) for passengers flying from Bengaluru will be substantially lower. This decision comes from the Airports Economic Regulatory Authority of India (AERA), which has set a new tariff structure for the airport
that will last for the next five years, until March 2031. For domestic flyers, the UDF is being cut by 45%, dropping from ₹550 to just ₹300 per departing passenger. International travellers will also see a major benefit, with their departure UDF falling by over 33% from ₹1,500 to ₹997. This move makes Bengaluru significantly more affordable for the 84% of its passengers who are domestic travellers.
What's the Catch? A New Fee on Arrival
While departing from Bengaluru becomes cheaper, there is a new charge for those arriving. For the first time, KIA will levy a UDF on arriving passengers, a model already in place at other major Indian airports. From September 1, 2026, domestic passengers landing in Bengaluru will pay a new fee of ₹125, while international arrivals will be charged ₹426. So, while your ticket for a flight from Bengaluru will see a net reduction in fees, a ticket for a flight to Bengaluru will have this new charge added. The net effect for a round trip will still likely be a saving, but it’s an important change to note.
Why the Change? A New 'User Pays' Philosophy
This revision is part of a new, passenger-friendly approach by the regulator. AERA has introduced a framework where passengers will not be charged upfront for massive infrastructure projects that are yet to be completed. In the past, the costs for future expansions like new terminals or taxiways were factored into the UDF from the beginning. Under the new model, charges for specific high-value projects will only be added to the tariff once those facilities are actually built, commissioned, and available for use. This protects passengers from paying for delayed or deferred projects and encourages the airport operator to complete expansions on time.
Impact on Airlines and Connectivity
The changes aren't just for passengers; they also affect airlines. Landing and parking charges for aircraft have also been rationalised. Lower operational costs can make an airport more attractive for airlines, potentially encouraging them to launch new routes or increase the frequency of existing flights. AERA has also introduced a plan to offer discounts on landing charges for airlines that start services on new or underserved routes, which could boost Bengaluru's connectivity. This strategy aims to stimulate traffic growth and solidify KIA's position as a major aviation hub.
What This Means for Your Ticket Price
The UDF is a component collected by airlines and included in the final price of your ticket. With a reduction of ₹250 on domestic departures and ₹503 on international ones, you should see a direct, though modest, saving on flights originating from Bengaluru. Airlines are expected to pass these savings on to customers for tickets booked for travel on or after September 1, 2026. While the final fare is always subject to dynamic pricing by the airline, based on demand, time of booking, and other factors, the base cost of flying out of the city is now definitively lower thanks to this regulatory change.
