The program aims to support up to 20,000 visas during its initial run.
The 'Cannot Apply Alone' Rule Explained
The headline-making detail is that this free visa cannot be secured by an individual applying independently. The entire scheme is structured around holiday packages booked through designated travel partners. To qualify, an Indian passport holder must book their trip through a participating travel agency or an approved online travel platform. This means a solo traveller cannot simply fill out a visa form and get the fee waived. The free visa is an embedded benefit of a larger holiday package that must meet several conditions. The 'alone' in the headline refers to applying independently, not necessarily traveling alone, but the package requirements make it inherently suited for planned, multi-day trips rather than spontaneous solo visits.
Who Qualifies for the Free Visa?

Both the flight and hotel must be part of the package booked through one of the tourism department's approved partners, such as Akbar Travels or MakeMyTrip. How to Get the Free Visa
The process bypasses the individual traveller and is handled by the travel agencies. Once a customer books a qualifying package, the participating travel partner processes the visa application. These partners work with either a DCT-appointed destination management company (DMC) that handles the visa cost directly with the government, or they use their own DMC and get reimbursed by DCT Abu Dhabi. For the traveller, the steps are simple: find an approved travel partner, book a package that meets the three-night stay and return-flight criteria, and submit the necessary documents to the agent. The visa fee waiver is then applied automatically to the booking.
Options for True Solo Travellers
What if you are an Indian citizen who wants to travel to Abu Dhabi alone and not as part of this specific promotional package? You can still absolutely visit, but you will have to apply for a standard visa through the regular channels and pay the associated fees. Options include applying for a tourist visa online, through an airline like Etihad, or seeing if you qualify for a visa on arrival. A visa on arrival is available to Indian passport holders who hold a valid visa or residence permit from the US, UK, or EU, among other countries. For short layovers, there are also transit visas available, though these have their own set of rules and are typically sponsored by the airline.
