The Contradiction of Empty Seats
On the surface, the numbers are baffling. India’s Gross Enrolment Ratio in higher education continues to climb, showing a clear hunger for learning. Yet, in the 2025-26 academic year alone, the All India Council for Technical Education (AICTE) approved
the 'progressive closure' of 58 engineering and technical colleges. This means these institutions can no longer admit new students, citing reasons like low admissions, a shortage of qualified faculty, and poor infrastructure. The most closures were seen in states like Uttar Pradesh and Maharashtra. This isn't a sign that students no longer want to study; it's a sign they no longer want to enroll in colleges offering outdated courses with bleak placement prospects. The problem isn't a lack of demand, but a crisis of relevance.
Students Are Voting With Their Feet
Today’s students are discerning consumers. They are acutely aware of the high graduate unemployment rates and the widening gap between traditional academic knowledge and the skills demanded by the industry. They see their peers with conventional degrees struggling for jobs and are rightly questioning the return on investment of a four-year course that doesn't lead to employment. This has sparked a clear shift in preference. Demand is surging for new-age courses in fields like Artificial Intelligence (AI), data science, cloud computing, cybersecurity, and renewable energy. Students are actively seeking programs that are practical, skill-based, and aligned with the future of the job market, a demand that many older institutions are failing to meet.
The Regulatory Bottleneck
Why can't colleges simply adapt to this new demand? A significant part of the answer lies in the complex and often slow-moving regulatory framework governed by bodies like the University Grants Commission (UGC) and AICTE. Historically, getting approval for a new course or even updating an existing curriculum has been a cumbersome, bureaucratic process. Institutions have been required to navigate a maze of compliance checks, from infrastructure norms to faculty ratios, which, while well-intentioned, can stifle innovation and agility. When a new technology disrupts an industry, colleges need the flexibility to introduce a relevant course within months, not years. The traditional approval system was built for stability, not the dynamic, fast-paced world our students are preparing to enter.
The Lesson: A Dynamic Approach to Approvals
The most practical lesson from this situation is the urgent need for a more dynamic and responsive course approval system. Regulatory bodies must evolve from being rigid gatekeepers to agile facilitators of quality education. This means creating frameworks that allow universities and colleges to quickly propose, design, and launch new courses that are aligned with industry needs. A dynamic curriculum, where content is constantly updated based on real-world feedback, should be encouraged, not hindered by red tape. This could involve pre-approved frameworks for emerging tech fields, faster tracks for institutions with a proven record of quality, and greater autonomy to partner with industry experts in designing and delivering courses. The focus of approval checks should shift from rigid inputs to tangible student outcomes, such as employability and skill acquisition.
