The Department of Culture and Tourism – Abu Dhabi (DCT Abu Dhabi) has introduced a pilot program that covers the cost of a UAE entry visa for eligible Indian tourists. This is not a visa-free entry policy for all Indian passport holders. Instead, it is a tourism
promotion where the visa fee is paid by Abu Dhabi's tourism authority when you book a qualifying holiday package. The initiative runs for a limited time, from August 1 to October 31, 2026, and is initially capped at 20,000 visas, so availability is limited. The program covers the standard visa cost, which is approximately AED 285.
Who is Eligible for This Program?
To qualify for this visa cost waiver, Indian travellers must meet a specific set of conditions. You must hold a valid Indian passport and be departing from India for your trip to Abu Dhabi. The core of the offer is tied to the type of booking you make. Simply purchasing a flight or a hotel stay alone will not make you eligible. You must book a complete package that includes both a return flight from India and a hotel stay in Abu Dhabi.
Hotel and Flight Requirements
The requirements for the travel portion of your booking are quite specific. Your holiday package must include a stay of at least three consecutive nights at a hotel located in Abu Dhabi. Bookings for shorter durations will not qualify for the free visa. Additionally, the package must include a confirmed return flight ticket from India. Both of these elements—the three-night minimum hotel stay and the round-trip flight—must be part of the same booking to meet the program's criteria.
The Role of Travel Partners
Crucially, travellers cannot apply for this visa subsidy on their own. The offer must be accessed by booking through a participating travel partner. This can be an approved online travel agency (OTA) or a traditional travel agency that is part of the program. These partners are responsible for processing the visa application through a DCT-appointed Destination Management Company (DMC), which ensures the visa fee is covered directly by the tourism department. Before booking, you must confirm with your travel agent or OTA that they are a participating partner and that the visa allocation for the program has not already been exhausted.
Other Visa Options for Indians
It's important to know that this special promotion is separate from other existing UAE visa rules for Indians. For instance, Indian citizens who hold a valid US visa, Green Card, or a residence permit from the UK or EU can often get a 14-day visa on arrival in the UAE for a small fee. This option provides flexibility for those not booking a package. Additionally, airlines like Etihad often facilitate 48-hour or 96-hour transit visas for passengers with long layovers in Abu Dhabi, which can be another way to explore the city on a shorter trip. These options remain available and are independent of the free visa promotion.
How to Prepare Your Application
Once you find a participating travel partner and book your qualifying package, your agent will guide you on the required documents. While they will provide a specific list, it is wise to have standard documents ready to ensure a smooth process. This typically includes a clear, scanned copy of your passport (valid for at least six months from your travel date), a recent passport-sized photograph with a white background, your confirmed round-trip flight itinerary, and the confirmation for your hotel booking of at least three nights. Your travel partner will handle the submission and processing, but having everything in order will speed things up.
