Who Needs an MDAC and Who Is Exempt?
Nearly all foreign travellers must complete an MDAC, including tourists from India, business travellers, and students. However, there are some key exemptions. You do not need to fill out an MDAC if you are a citizen of Singapore, a permanent resident of Malaysia, or a holder of a Malaysian long-term pass. The most critical exemption for transit passengers is that if you remain in the international transit area of the airport and do not pass through immigration, you are not required to complete the MDAC. This applies only to true airside transits where you have a connecting flight from the same terminal and do not need to collect and re-check luggage.
A Step-by-Step Guide to Filling the Form
Completing the MDAC is straightforward and should only take a few minutes. You must submit it within three days of your scheduled arrival in Malaysia. First, navigate to the official MDAC website, which can be found on the Jabatan Imigresen Malaysia (Immigration Department of Malaysia) portal. You will need to provide your personal details exactly as they appear on your passport, including your name, passport number, and date of birth. You’ll also enter your travel information, such as your date of arrival and departure, mode of transport (e.g., flight number), and the last port you embarked from. Finally, you will need to provide the address of your accommodation in Malaysia. After submitting the form, you'll receive a confirmation via email, which you should save on your phone or print out.
The Key for Cheap and Easy Kuala Lumpur Transit
The phrase "cheap transit" isn't just about saving money—it's about avoiding the costly hassles of travel delays. Understanding the MDAC rules for transit is crucial. At Kuala Lumpur International Airport (KLIA), the two main terminals, KLIA1 and KLIA2, are not connected airside. This means if your travel involves changing from one terminal to the other, you will have to pass through immigration, collect your bags, and check in again. In this common scenario, completing an MDAC is mandatory. If your layover is long and you wish to leave the airport, you will also need to have completed an MDAC to clear immigration. By filling out the free MDAC in advance, you prevent the risk of being delayed or denied entry, ensuring your transit through Kuala Lumpur remains efficient and stress-free.
Arrival at KLIA: Using the Autogates
One of the major benefits of completing the MDAC is the potential to use the automated immigration gates (autogates) at KLIA, which can significantly speed up your arrival process. Since June 2024, citizens from 63 countries, including India, are eligible to use these autogates. To be eligible, you must have a passport with at least six months of validity and have submitted your MDAC three days prior to arrival.
